16 groups of commodities have to complete customs procedure at the port of entry

VCN – A Draft Decision replacing Decision 15/2017/QĐ-TTg of the Government about the List of imported goods that must complete customs procedure at port of entry, has been collected and is based on the wide feedback provided by the General Department of Customs. According to the draft, this list will include 16 commodity groups.

Therefore, this new draft has reduced one commodity group compared to the current Decision 15/2017/QĐ-TTg.

In particular, this commodity group impacts on security and defense. The reduction of this group was estimated for withdrawal from the list because the related documents for managing the issuance of import license are strictly regulated (it must have a decision from the Prime Minister or Ministry of Industry and Trade).

Thus, the withdrawal of this group from the list will help businesses to select the customs branch where most convenient for implementing import procedures and reducing clearance time.

The remaining groups of commodities are:

Cigarettes, cigars and other preparations from tobacco for smoking, sniffing, chewing (headings: 2401, 2402, 2403);

Alcohol (headings: 2204, 2205, 2206, 2207, 2208);

Beer (heading is: 2203);

Passenger cars of less than 16 seats (headings: 8702; 8703);

Two-wheeled or three-wheeled motorcycles with a cylinder capacity of over 125 cm3 (in the subheadings: 8711.20, 8711.30, 8711.40, 8711.90);

Aircraft, yachts (headings: 8802; 8901);

Gasoline types (subheadings of: 2710.12.11, 2710.12.12, 2710.12.13, 2710.12.14, 2710.12.15, 2710.12.16, 2710.12.20);

Air conditioners with a capacity of 90,000 BTU or less (HS code: 84.15);

Playing-cards (HS code: 9504.40.00);

Votive paper and gold leaf (HS codes: 4805.91.20; 4823.90.92);

Goods that must be subjected to animals quarantine, aquatic products and plants in the list provided by the Ministry of Agriculture and Rural Development;

Explosive precursors, industrial explosive materials must follow to the list as prescribed by the Ministry of Industry and Trade;

Scraps allowed on the list as prescribed by the Prime Minister;

Goods applied for safeguard measures, anti-dumping tax and anti-subsidy tax as stipulated by the Ministry of Industry and Trade.
