2 months of implementation of Plan 260/KH-NTB: 555 violation cases were detected and handled

The meeting

At the meeting Deputy Director Do Ngoc Canh of Standing Office of National Steering Committee 389 emphasized that implementing Plan 260/KH-VPTT dated 17th July 2018 of the Standing Office and the plan on coordination and strengthening on prevention of smuggling and illegal transport of goods across border gates of Ha Tinh, Quang Binh and Quang Tri provinces, from 21st August to 21st October, the Anti-smuggling and Investigation Department (under the General Department of Vietnam Customs), the Department of Prevention of Drug and Crime (under the Border Defence Force) coordinated with Steering Committee 389 of Ha Tinh, Quang Binh and Quang Tri provinces to deploy and achieved positive results.

The forces of the Anti-smuggling and Investigation Department, the Department of Prevention of Drug and Crime and members of the Steering Committee 389 of Ha Tinh, Quang Binh, Quang Tri provinces took the initiative to grasp and assess the situation.

Specifically, the Customs forces analyzed and classified 34 enterprises and 19 individuals engaged in trade fraud to closely supervise; the Border Defence Force detected and listed 30 subjects regularly being hired to transport goods across Cau Treo International Border Gate, and 6 enterprises which were suspected on trade fraud at Cha Lo International Border Gate.

The Standing Office of the 389 National Steering Committee provided 3 sets of information related to the illegal transportation of goods across border gate to the central and local competent agencies.

The competent forces recognized that the smuggling, illegal transportation of goods across border gates was concentrated in Quang Tri; the trade frauds were concentrated in International Border Gates of La Lay (Quang Tri), Cha Lo (Quang Binh), Cau Treo (Ha Tinh). The infringing goods mainly were synthetic drugs, heroin, cosmetics, household goods and cattle.

At the meeting, the representatives of the Steering Committee 389 of these provinces proposed the central forces to continuously deploy means and techniques to support the control at border areas and border gates in Quang Binh, Ha Tinh provinces. Suggesting the provincial People's Committee to deduct funds for the anti-smuggling force in peak period; and a support fund for competent forces to strengthen the monitoring of situation.

Besides the achievements, shortcomings and limitations were pointed out at the meeting such as the central competent force was only mainly concentrated in Quang Tri, the deployment in other areas was still limited. At the same time, the information exploitation from the hotline by the provincial Steering Committees was not effective and did not have valuable information for the anti-smuggling.

In the coming time, the central competent forces shall base on the situation and continue to take initiative in studying and coordinating with the provincial Steering Committees to synchronously deploy means and techniques in the border areas and border gates of Ha Tinh , Quang Binh, Quang Tri province .

The provincial Steering Committees shall direct branches and localities at all levels to grasp the situation of management areas, organize forces, means and advise the provincial People's Committees on funding for forces directly fighting against smuggling.

In Ha Tinh, the competent forces discovered and arrested 57 cases/ 54 perpetrators; Prosecuted 7 cases/10 perpetrators (for illegal transportation of goods); implemented administrative sanctions 47 cases/44 perpetrators; seized 18,661 synthetic drugs; 12,283 grams of synthetic narcotics and heroin; 16,137m3 of wood and 16,3kg of fireworks.

In Quang Binh, the competent forces detected, arrested 268 cases, criminally prosecuted 2 cases/4 perpetrators (for illegal transportation of drugs and explosives); sanctioned administrative violations for 249 perpetrators; seized 308.6 kg of synthetic drugs, 33,861 m3 of wood and 23.5 kg of wildlife.

In Quang Tri, the competent forces discovered and arrested 230 cases, the total value of confiscated goods is over 4.6 billion; criminally prosecuted 21 cases / 30 perpetrators; seized 36,540 packages of smuggled cigarettes, 51,95 tons of refined sugar, 2,028 bottles of wine and 25,384 bottles of beer.
