In particular, the field of inland waterway has been cut down and simplified by 37/49 specific conditions (75.51%); the field of aviation is 53/78 specific conditions (67.95%); the field of road is 83/127 specific conditions (66.35%); the field of railway is 17/26 specific conditions (65.38%); the field of maritime is 109/189 specific conditions (57.67%); the field of vehicle register is 38/70 specific conditions (54.28%); the field of multimodal transport and transport dangerous goods is 15/31 specific conditions (48.39%).
However, according to Mr. Phan Duc Hieu, Deputy Director of the Central Institute for Economic Management (CIEM), the way of reviewing and cutting business conditions by the Ministry of Transport has not been really drastic. It is still technically focusing on the mechanism of reviewing in the spirit of what is not clear will be abolished.
Remarkably, the transfer of business conditions into regulations governing transport operations or liability regulations is just a move from one status to another status. It is not actually cut off.
Therefore, according to Mr. Hieu, "the Ministry of Transport should boldly cut off, because the actual reduction would cut down on business burdens, otherwise it only transfers costs from one state to another, the burden is still not reduced ".
