Mr. Nguyen Tuan Anh - Director of the Price Management Department, Ministry of Finance acknowledged that: According to the Law on fees and charges approved by the National Assembly in the end of 2015 and took effect from 2017, only items prescribed in the list of fees and charges have been collected.
44 fees have been transferred into the service pricing mechanism, in which there have been 17 accounts valued by the State and the remaining accounts are collected in accordance with the market mechanism.
Until now, the Ministry of Finance completed the issue of the provisions on service prices which are assigned the management authorization. The other Ministries and departments are also urgently completing to deploy from January 2017. Answering the questions of the press on the impact of this transfer on the State budget, Mr. Vu Khac Liem – Deputy Director of the Tax Policy Department, Ministry of Finance stated that: the issue of Law on fees and charges to is boost socialization and to attract social resources to implement the current tasks which haven been deployed by the State, but haven’t been provided by organizations and individuals.
Besides, the issued Law must be transparent, public with specific lists and reduce the contributions of people, organizations and individuals because of abolishment of many fees and charges.
The current revenues of fees and charges accounted for 5% of the State budget’s revenues, of which there were some large revenues such as registration fees, transport fees and petrol and oil fees.
Aslo according to Mr. Liem, the Ordinance on fees and charges regulated that the collected fees and charges are partially submitted to the State budget and partially used for the collection costs and the State must compensate for the shortages in the costs.
Most fees were in low collection rates and insufficient to spend the costs. After transferring into the pricing mechanism, the State will not support the costs, thus, transferring those fees and charges into the pricing mechanism for individuals and organizations to implement will mostly affect the revenues of the State budget. Mr. Nguyen Anh Tuan shared: the upcoming service prices which are operated in accordance with the market’s price will be regulated by organizations in accordance with their authorization mentioned in the Law. All these prices must be implemented publicly and transparently, and posted for the people to know.
To avoid pricing instability, the Minister of Finance issued Directive No. 06/CT-BTC on enhancing the management, operation and stability of price in the Lunar New Year 2017.

Presently, the Price Management Department also chaired and collaborated with the Ministry of Industry and Trade and relevant ministries to monitor price movements to timely consult the leaders of the Ministries in the Tet Lunar holiday.
