Transporting half a billion VND across border gate for gambling

On August 26, Tinh Bien Border Gate Customs Branch requested to identify VND448 billion in a seizure of illegal transportation across border gate without customs declaration. At 12h .10 am on August 26, the Branch and the Customs Enforcement Team coordinated with the Anti-Drug Enforcement Team under An Giang Customs Department and the Border Guard Check Point of Tinh Bien Border Gate in detecting this case.

According to the Customs, at that time, a car moved from Vietnam via the Tinh Bien Border Gate Check Point to Cambodia. However, when the car driving the car through the check point, the driver did not stop to carry out customs declaration, so competent forces requested to stop the car for inspection. Through the inspection, these forces detected seven suspects and requested them to come to the headquarters of Tinh Bien Border Gate Check Point.

These suspects said they went to Cambodia to gamble. Through the initial inspection, these suspects submitted a total of VND 448 million to the working team. All the cash was not declared and implemented customs declaration when across the border gate.

Due to gambling, some Vietnamese people have defied regulations and illegally transported cash and foreign currencies across the border. Customs has detected and prevented many violations. In June 2019, a suspect who used a motorcycle to illegally transport nearly VND 100 million from Cambodia to Vietnam via Tinh Bien Border Gate without declaration was arrested by the Customs force.

Customs officers of Tinh Bien Border Gate Customs Branch at the Entry Border Gate detected a man driving a motorcycle from Cambodia to Vietnam across Tinh Bien Border Gate without Customs declaration.

Immediately, these Customs officers coordinated with customs officers at the Exit Border Gate to chase the motorcycle to Vinh Te Bridge in Xuan Hiep hamlet, Tinh Bien town, Tinh district and asked the man to stop for inspection. Through the inspection, the man declared himself Diep Van Dinh, born in 1977. The Customs detected that Dinh had hiden VND 96 million. Dinh admited that he often went to Cambodia for cock fighting and this money was from cock fighting and gambling in Cambodia.

Coordinate in preventing

According to the assessment of the Steering Committee of 389 An Giang province, gambling activities at border gates mainly took place in the form of playing cards, cock fighting and football betting. Methods, tricks of operation of suspects are increasingly sophisticated by using high technology such as: internet, mobile phones and fax machines to deal with competent authorities.

Vietnamese people going to Cambodia for gamblling in casinos still takes place, but there is no effective solution to prevent and handle. According to investigations by the police, 882 Vietnamese suspects regularly go to Cambodia to gamble, while 20 suspects go to Cambodia for pawn loans and 18 suspects invest to open cock fighting sites, 103 suspects use vehicles to take gamblers from Vietnam to Cambodian casinos for gambling, 19 gambling brokers taking Vietnameses people to Cambodia for gambling and 109 suspects come to Cambodia to work in casinos and cock fighting.

Due to the need to pay money for smuggling, gambling at casinos, cock fighting sites or the difference between the price of gold and USD in Vietnam and Cambodia in each period, the illegal trapostation of cash, gold across the border gates is a problem. The Customs force has coordinated with other agencies to prevent many violations, including many cases of illegal transportation of currencies and gold.

According to An Giang Customs Department, besides, proactively controlling and preventing violations, the department continues to strengthen its coordination in grasping the situation of criminal offence, economic crime, drug crime, social evils, smuggling and transportation of banned goods across the border gate. Of which, it is focusing on strengthening the basic investigation, following the situation of security and order in the border areas and border gates; patrolling and controlling border areas to detect and promptly prevent violations.
