According to the evaluation of the Steering Committee of 389 An Giang, the An Giang functional forces have drastically implemented solutions to prevent the spread of the pandemic and smuggling on the border, which have made the operations in the area decrease in scale, quantity, organization and complexity.

However, when the demand is high, the smugglers still find ways to surreptitiously carry out smuggling activities, making the situation complicated, especially for cigarettes.

In particular, smugglers have sent people to watch activities of functional forces.

In particular, there has been a situation where people rent land from farmers to open roads to transport smuggled goods across the border. This situation has arisen in the border area of Chau Doc city and was detected and stopped by anti-smuggling forces.

In recent years, for cigarettes, due to high demand and large price difference, especially the impact of prevention and control of epidemics that limited the supply on the domestic market, there is occasional scarcity, from which smugglers find ways to transport goods across the border and go deep into the domestic market, with very sophisticated, organized and flexible methods and tricks.

According to the survey, Sometimes the price of cigarettes was very high, about VND900/pack in the border area and increased gradually when cigarettes were transported deep inland. Specifically, in Cambodia, Hero and Jet cigarettes prices were VND13,500 / pack and VND16,500 / pack when transported to Long Xuyen, respectively: VND14,400 and VND17,400. In Can Tho, Hero drug price is up to VND15,000 / pack and Jet is VND18,000 / pack.

In particular, the main mode of operation is still to use high-speed motorcycles to transport goods from the border inland. Authorities seized nearly 500,000 packages of contraband cigarettes.

For refrigeration and electronics, the post-social distancing has increased again due to increased demand during hot weather. Typically Customs forces have coordinated on two cases of illegal transportation, with a large number of these items in the border area of An Phu district in May 2020 with a seizure of over VND1.7 billion.

In the first six months of 2020, the anti-smuggling officials of An Giang inspected and discovered violations of 1,102 cases, transport of banned and smuggled goods, an increase of 7.8% over the same period last year. The total value of captured goods is VND28 billion.

Functional forces have prosecuted twenty-five cases, with thirty suspects (an increase of seven cases and 13 suspects over the same period) on the act of "Trading, transporting banned goods and smuggled goods".

Implementing the Plan No. 38/ KH-BCD of June 5, 2020 of the 389 provincial Steering Committee, the Standing Committee of the 389 provincial Steering Committee actively cooperates with the branches and functional units to collect and organize the destruction of confiscated illegally-imported cigarettes which are not of good quality, as determined by the Council for Evaluation and Classification of the Quality of Confiscated Smuggled Cigarettes, Department of Science and Technology. The total amount of smuggled cigarettes collected and destroyed was over 950,000 packs of all kinds.
