VCN- Over the past time, the implementation of the national Single Window (NSW) has been a remarkable transformation and gradually establishing the specific utilities for the business community in the implementation of administrative procedures in the field of import and export. 

This result is due to the direction of the Government, the National Steering Committee on ASW, NSW and trade facilitation; the coordination of various ministries; response participation of the business community; and to mention the initiative, positivity of the General Department of Vietnam Customs as the permanent agency of the National Steering Committee. The role and the contribution of the General Department of Vietnam Customs in implementing NSW also received objective recognition, assessment of the leadership of ministries and industries. In this special publication, Vietnam Customs News proudly presents the opinions of leaders of ministries and branches around the implementation of NSW.

Minister of Health, Ms Nguyen Thi Kim Tien: NSW is a "push" for enterprise development

To perform NSW, over the past time, the health sector completed the springboard which is online public services level 4 for the imported foods, cosmetics, import procedures for finished drugs with registration numbers for circulation in Vietnam (except for drugs containing addictive substances, psychotropic substances and pre-substances used as drugs) and medical equipment, with more than 10,000 products. This is an important step in the implementation of e-government, to make it simpler and transparent the administrative procedures, limiting the request mechanism, create a favorable environment for production and business development.

As reflected by many enterprises, from the NSW deployment in the healthcare sector, enterprises have reduced their maximum time for moving, as well as limit the waste of printing papers. In particular, enterprises can apply and inspect their records which are settled at what phase anywhere, tracking the response from management agencies, thereby helping to complete the documents quickly and exactly. For the authorities, without directly meeting enterprises, restrictions of taking much time, do not need to manage hard copy records and checking it does not take time and effort to identify the related data.

The results of the improvements which are mentioned above, incomplete statistics of the General Department of Vietnam Customs show that, when implementing NSW, the time of Customs clearance reduced from 21 days to 13 days, and in the future, it will be reduced to about 1 week. With the great advantage of time which is mentioned above, it will allow enterprises to save funds for business investment and production.

Minister of Industry and Trade Tran Tuan Anh: Pay more attention to the issue of efficiency

With the implementation of NSW, the Industry and Trade Ministry will simplify procedures for export - import and transit goods; improving the quality and accuracy of information, documents which are provided by the enterprises community and economic subjects; ready to connect to ASW in the direction of commercial information exchange with other worldwide trading partners. Enterprises will enjoy many benefits such as: stable response time and service costs; enhancing the competitiveness of domestic goods, penetrating into major markets as well as accessing many resources for production; rational use of resources, efficiency, improve the capacity and development of enterprises.

Ministry of Industry and Trade is one of the first ministries which brought public services to NSW in the field of import-export as well as other fields. Currently we have 5 procedures connected to NSW including: issuing certificates of origin C / O form D; import licenses, export of industrial explosives; import licenses for substances that deplete the ozone layer; import-export licenses, of rough Kimberley diamonds and the automatic import licenses for motorbikes.

In 2017, the Ministry of Industry and Trade will continue to check to include some other administrative procedures such as: import-export licensing for precursors used in the industry sector; import-export licensing for explosives precursors; import procedures for non-commercial purpose tobacco; procedures for requesting written approval to participate in pilot of self-certificates of origin in ASEAN. Of course, the connection of this procedure shall be based on the actual needs of society as well as matching with the direction of the General Steering Committee, particularly the interaction with the services of other ministries.

The Ministry of Industry and Trade will also pay much attention to the issue of efficiency, facilitation for enterprises, users of procedures connecting to NSW. By the fact of the last time, we had some information, the public administration services of the NSW are still limited due to the information network, exploitation and use. Therefore, we will coordinate closely with the Steering Committee to try to check and evaluate deeply especially in the framework of the Ministry of Industry and Trade to ensure its overall effectiveness.

Deputy Minister of Ministry of Transport, Mr Nguyen Hong Truong: Initiative, active and close coordination of the General Department of Vietnam Customs

The Ministry of Transport has implemented NSW in subordinate units including: Vietnam Maritime Administration (deployed in the port authority), Vietnam Registry Department (deployed on national scale) and Vietnam Inland Waterways Administration (deployed in inland waterway ports). This is a unified system across the industry with the largest number of users ever for the Transport sector in the field of administrative reform.

NSW deployed at the Ministry of Transport is the application of comprehensive information technology from infrastructure of modern information, enough capacity to respond to the use of various enterprises. Software system from receiving online documents, processing documents entirely online, online results, online payments and payments of electronic toll bills have been fully implemented.

As of November 2016, after nearly two years of implementation, Maritime has had 60,718 records, the Registry has 20,257 records which were settled through NSW and 158,753 certificates of technical safety and environmental protection were issued through NSW.

Over the past time, the coordination with General Department of Vietnam Customs is also one of the highlights of the NSW implementation results. The system of agencies connected smoothly, thereby creating the biggest advantages for enterprises to make procedures. It can be said as a permanent agency of the National Steering Committee for the ASEAN Single Window Mechanism and NSW, the General Department of Vietnam Customs has actively, closely coordinated with the Ministry of Transport and other related ministries deploying NSW. This close collaboration creates conditions for State management agencies as well as for the business community.

Next time, the Ministry of Transport will focus on deploying NSW for the aviation and road sector. In particular, in 2017, the Ministry will complete and put NSW into use in aviation sector.

Deputy Minister of Agriculture and Rural Development, Mr Ha Cong Tuan: Will complete nationwide expansion to 9 administrative procedures applying NSW

After a period of preparation and receiving the close cooperation and support of other related ministries and agencies, Ministry of Agriculture and Rural Development has basically completed the connection and officially put into use and operating effectively 9/9 pilot administrative procedure following NSW in 7 units of the Ministry. In particular, the agency under the Ministry of Agriculture and Rural Development has received 39,686 records; settle and issuing license/certificate for 32,967 electronic records; continuing to handle 6,757 records.

The Ministry has organized education, professional skills training for most officers involved in the implementation, ensuring to meet work requirements. At the same time, the units also train and guiding the related enterprises across the country to apply NSW (there were over 1,100 enterprise applied)

The deployment of e-licensing under NSW along with the application of digital signatures truly changed the traditional ways of the specialized management agencies and units of Ministry of Agriculture and Rural Development in the direction of approaching application of modern information technology, facilitating the people, enterprises, and enhancing competitiveness for enterprises in the spirit of Resolution No. 19 / NQ-CP of the Government, as a prerequisite for Ministry of Agriculture and Rural Development to deploy NSW in the next stage.

Next time, the Ministry of Agriculture and Rural Development will continue to direct the relevant units to remove difficulties and obstacles, completed expansion across the country for 9 pilot administrative procedures in 7 units (phase 1), guiding and manipulating to create favorable conditions for the people, enterprises to approach information technology applications to perform NSW.

Simultaneously, the Ministry continues to check and simplify, repeal the unnecessary administrative procedure, shorten the process, reducing the number and simplifying the record content, reducing the time and fee of administrative procedures. In addition, the Ministry of Agriculture and Rural Development will continue to reform the rules on professional management for goods and exports, imports services following international practice, in the direction of checking, modifying or proposing amendments, adding the related legal documents to harmonize with international practices as well as practical requirements.

Major General, Mr Le Thanh Tung, Director of Border gate Department, the High Command of Border Guard: Will deploy at 27 border guard units across the country

Implementing the guidance of the Deputy Prime Minister, Mr Vuong Dinh Hue on the allocation of the Ministry of Defence participating NSW deployment; over the past time, the Ministry of Defense directed the High Command of Border Guard to promote deployment software, standardizing professional process, in accordance with the requirements which were set up by NSW portal and agreeing with other ministries about the declaration standards and ensuring streamlined information processing, avoiding overlapping the meet of professional requirements, facilitation for the procedures of electronic declaration.

There are currently 7 seaport border guard units participating in connecting to NSW portal. After official deployment time, the seaport border guard units through NSW portal has received and completed the procedures for 15,372 documents (including 15,372 requests to edit records, no records was refused to confirm reports); with a total of 15,377 turns of vehicles, 378,231 crew members, 28,553 passengers.

This result contributed to the reform of administrative procedures at 7 seaport border guard units with simple processes, the software easy to use and convenient features, the declaration of electronic procedures at seaport border through NSW has received the appreciation of the business community, the shipping agency; shortening procedures for vessels immigration, transit and port transfer, reducing time in the port, cost savings for businesses, boat owners ..

Simultaneously, speeding up the loading and unloading of goods at the port thereby attracting more carrier enterprises, tourists in the world to Vietnamese seaport, facilitating the effective for port exploitation capacity of enterprises, serving the economic development objectives, culture and society of the country, while ensuring strict security control for people and transit vehicles.

However, to perform the direction of the Deputy Prime Minister, Mr Vuong Dinh Hue at the NSW portal connection official ceremony of the Department of Defense until 2018 which is at least 80% of the relevant entrance and exit procedures for goods, vehicles, people, transit until 2020, 100% of the administrative procedures will be carried out through NSW, electronic fee collection; Government, Ministry of Defense and the Ministry of Finance will allow to deploy in 27 seaport border guard units remaining in the country. Therefore, the Ministry of Defense, the High Command of Border Guard and the specialized agencies to continue to research the construction of standardized procedures for electronic declaration at seaport border to be more streamlined, more favorable as well as focus on equipment investment, training human resources to become professional qualifications in information technology to meet the mission requirements. At the same time, promoting the communication for the business community about the policy of the Government and public administration reform in the Ministry of Defense.
