Bac Ninh Customs considers satisfaction of businesses to assess efficiency of customs reform

In 2022, Bac Ninh Customs Department achieved impressive results in terms of declarations, turnover and revenue. The total import and export turnover of the department reached US$ 176.6 billion. This figure made the department the leading department in import and export turnover across the country. The budget revenue reached VND12,472 billion (exceeding 16% of the assigned target).

However, in the first months of 2023, statistics from Bac Ninh Customs showed that the performance indicators showed signs of decline compared to the same period in 2022. As of March 15, the import and export turnover at areas managed by the department reached US$ 31.11 billion, equal to 83% year-on-year.

188,368 declarations were processed, equal to 88% compared with the same period of the previous year. The revenue hit VND 2,111.18 billion, equal to 73% compared with the same period of a year ago, and meeting 16% of the target.

In February and early March, Bac Ninh Customs Department worked with enterprises and major corporations operating in production and business activities in the three provinces of Bac Ninh, Bac Giang and Thai Nguyen.

At working sessions with member businesses of Samsung Group, Foxconn Group, etc., businesses recognized and appreciated the initiative of Bac Ninh Customs in updating information and promptly solving problems arising in import-export activities. In addition, the reform and modernization of the Customs sector greatly supported the business community in shortening customs clearance time and reducing costs. Especially, the application of advanced information technology systems such as VNACCS/VCIS system, and online public service system has reduced time, documents and administrative procedures for businesses, indirectly improved the competitiveness of businesses and of the Vietnamese economy in the international arena.

Building new models and initiatives with people-centric approach

Recently, Bac Ninh Customs Department issued the Plan for Administrative Reform in 2023.

Accordingly, the department continues to promote administrative reform, effectively implement the Master Program on State administrative reform in the period of 2021 - 2030, comprehensively deploy institutional reform, administrative procedure reform, develop e-customs and digital customs, contributing to the economic and social development and meet the requirements of organizations and individuals in the field of customs.

In addition, promote initiative, creativity, and resolutely eliminate private interests, group interests, and individual interests; mobilize all resources, and participate in the development of the whole political system, business community and people.

The department builds new models and initiatives to apply in practice, making an outstanding mark in the near future with people-centric approach; considers the satisfaction of people and businesses to evaluate efficiency.

On the other hand, the department also consults to improve the customs legal system, enhance the quality of the socialist-oriented market economy, integration and modernization, strictly comply with the law and raise the compliance of individuals, organizations and the whole society.

Speaking to Customs News, Deputy Director of Bac Ninh Customs Department Duong Minh Duc said that the Plan for Administrative Reform in 2023 closely follows the Plan of the General Department of Vietnam Customs and the actual status of the department. The department sets out task groups on reforming institutions, administrative procedures, apparatus and public service. The department also strives to achieve and exceed the administrative reform targets of the Customs sector in 2023.

For example, in the task group of administrative procedure reform, the Department reviews and propose to competent authorities to reduce and simplify the intermediary stages, processes, and cumbersome administrative procedures, and specify responsibilities in performance to limit negativity, corruption, group interests, including "petty corruption"; ensure the facilitation and simplicity of administrative procedures for businesses and people to easily inspection and supervision.

In addition, the department maintains the stable operation of the Single Window unit, receives and returns results of processing the procedures to individuals and organizations in a timely fashion; improves the level of satisfaction of individuals, organizations and enterprises with the performance of the customs.

In 2023, the GDVC sets out target of the rate of goods classified into the Red channel of less than 2.5%. The department’s target is lower than the whole customs sector’s target of 2%, said Duc.
