Billions of dong saved per year thanks to the expenditure package for public cars

VCN - According to Tran Duc Thang – Director of Department of Public Asset Management under the Ministry of Finance, so far, about 20 ministries and localities have implemented the expenditure package for using public cars. The expenditure package does not affect the work but brings many positive effects. Each unit that is applying the public car package can save billions of dong per year.

According to the Ministry of Finance, up to now, about 20 ministries and localities have been step by step implementing the expenditure package for using public cars; such as the Ministry of Finance, the Government’s office, the National Assembly’s office, Ministry of Information and Communication, the Voice of Vietnam, Ministry of Education and Training, Ministry of Agriculture and Rural Development, Hanoi City, Ho Chi Minh City, Can Tho, An Giang, Vinh Long, Lai Chau, Thai Nguyen, Hai Duong, Hung Yen, Phu Yen and Lam Dong. Of which, some ministries and localities expanded the application to many units such as the Ministry of Finance, People’s Committee of Ho Chi Minh City and Hanoi .

At the Ministry of Finance, the expenditure package for using public cars daily to take cadres from their home to their work places was applied to the titles of Deputy Minister, Director General, Chairman of Management Board, Chairman of Boards of Members and Corporate Director General from 1st October 2016. The expenditure package for using cars for general work at the departmental level (including local departments) to go on business trips (including meetings) in the areas where their head offices are located, was applied from 1st May 2017. To this date, only the Ministry’s office, the number of cars has decreased by nearly 50%.

About 20 ministries and localities have been step by step implementing the expenditure package for using public cars, such as the Ministry of Finance; the Government’s Office, the National Assembly’s office, Ministry of Information and Communication, the Voice of Vietnam, Ministry of Education and Training, Ministry of Agriculture and Rural Development, Hanoi City, Ho Chi Minh City, Can Tho, An Giang, Vinh Long, Lai Chau, Thai Nguyen, Hai Duong, Hung Yen, Phu Yen and Lam Dong. Of which, some ministries and localities expanded the application to many units such as the Ministry of Finance, People’s Committee of Ho Chi Minh City and Hanoi

Hanoi has also piloted the expenditure package for using cars for general work purposes from 20th February 2017 for 8 agencies and units under its management, including 4 departments; 2 districts and 2 townlets. There were 52 cadres subject to the expenditure package for using cars for general work, of which 20 cadres at the departmental level and 32 cadres at the district level and townlet level.

Basing on the reports of the agencies and units piloting the expenditure package for public cars for general work, Hanoi saved VND 1,771 billion compared to the expenditures in the same period last year, saving an average of VND 6.7 million / car / month.

In HCM City, the pilot implementation of the expenditure package for using public cars for general work was launched from May 2018 in 5 units of the city (Office of the City People's Committee, Department of Finance, Food safety management board, People's Committee of Binh Thanh District and People’s Committee of Binh Chanh townlet.

The expenditure package for using public cars is only for taking cadres from their home to their work places and vice versa.

According to the calculation of Ho Chi Minh City, the expenditure package for using public cars will save more than VND 100 million per month, equivalent to VND 1.2 billion per year for 5 pilot units, but still meets the number of actual used kilometers and the needs.

According to Tran Duc Thang, the expenditure package for using public cars contributed significantly to reducing the number of public cars; reducing expenditures for using and operating cars; reducing drivers, thereby contributing to reducing administrative staff and increasing the efficiency of using public cars.

At present, the Ministry of Finance has submitted to the Prime Minister a draft decree regulating standards and norms of using cars for consideration, approval and promulgation in order to guide the implementation of Law on management and use of public assets in an effective manner. Accordingly, the expenditure package for using public cars will be expanded and forced to some titles; provisions on titles, time, use method, norms and expenditure will be specified. Ministers, Heads of Central Agencies, Chairmen of the People’s Committees at provincial level are assigned to decide the form of package to meet the real conditions of ministries, central agencies and localities.
