Businesses recommend Hanoi speed up the disbursement of support packages

VCN - On November 6, the Hanoi People's Committee held a conference titled "Dialogue to remove difficulties for businesses in Hanoi in the context of the Covid-19 pandemic". Speaking at the meeting, Secretary of the City Party Committee Dinh Tien Dung said that, with the motto of putting businesses and people as the service center, Hanoi has been focusing on promoting administrative procedure reform, improving the business investment environment, removing difficulties and solving bottlenecks to promote fast and sustainable business development.

Exempt, reduce, extend tax payment, and land rent for more than 38,000 businesses

According to Secretary of the City Party Committee Dinh Tien Dung, the Covid-19 pandemic has negatively impacted all aspects of social life. Accordingly, many production and business activities of enterprises were delayed, some supply chains of goods and services were interrupted; the trade of goods, the travel of experts and workers also faced many difficulties.

The city has exempted, reduced and extended the payment of tax and land rent for over 38,000 businesses and taxpayers, with a total amount of VND22,600 billion; implemented a safe, flexible and effective adaptation plan to the Covid-19 pandemic, with six groups of solutions.

According to Mac Quoc Anh, Vice President and General Secretary of Hanoi Association of Small and Medium Enterprises, small and medium-sized enterprises in the city always receive the support and the most favorable conditions from the Government and Hanoi City during the pandemic. However, most businesses are still facing many difficulties, so businesses expect the Government and Hanoi to continue to have solutions to improve the investment environment, enhance competitiveness, support and develop businesses.

“In the future, we hope the Government will develop long-term policies to support businesses such as reducing, extending, extending taxes, reducing interest rates, reducing production and business costs; have policies to develop the domestic market, promote connection of domestic enterprises, and form Vietnamese linkages," said Vice Chairman of the Hanoi Small and Medium Enterprises Association Mac Quoc Anh.

Speed up vaccination

Le Vinh Son, Chairman of the Hanoi Association of Main Industrial Products (HAMI), said that main industrial products are one of the key sectors of the capital city's economy. Every year, enterprises producing main industrial products earn nearly VND200,000 billion in revenue, accounting for nearly 35% of Hanoi's total industrial production value; export turnover reached nearly US$2 billion; with 80,000 employees. In 2021, 77 enterprises producing main industrial products in Hanoi paid tax of VND8,000 billion.

In order to create favorable conditions for businesses, Le Vinh Son said that Hanoi should quickly have solutions to concretize the Government's Resolution 128/NQ-CP on “safe adaptation, flexibility, control of Covid-19”. At the same time, further speed up the injection schedule and raise the vaccine coverage rate for businesses; there are more specific instructions on local health, especially medical isolation instructions when detecting F0 and F1, avoiding the closure of the entire factory.

In addition, arranging and allocating resources to effectively support enterprises to overcome difficulties and maintain production through financial and fiscal policies such as tax exemption and reduction, interest rate support, debt rescheduling, debt forgiveness, loan restructuring, payment extension of Social Insurance, Health Insurance, Union funding, shortening the time to pay Social Insurance to get pension down to 15 years, then down to 10 years.

In addition, Le Vinh Son also proposed the city speed up the disbursement of support packages for businesses and people affected by the pandemic. More drastic solutions are needed in trade promotion, brand promotion, export market expansion, and making the most of the opportunities presented by the new generation of free trade agreements that our country has signed. In addition, when reviewing main industrial products, it is necessary to uphold technology criteria to encourage enterprises to innovate and apply 4.0 technologies.

As an enterprise with a large number of employees, General Director of Garment 10 Corporation Than Duc Viet proposed the Ministry of Health guide enterprises with basic medical care in treating F0 so as not to affect their production and not close the whole factory.

In addition, the implementation of land use tax exemption and reduction for grassroots healthcare providers is because in fact grassroots healthcare has promoted efficiency in occupational disease examination and treatment at enterprises. In addition, in the process of digital recovery and transformation, Hanoi has specific policies in digital transformation and economic recovery, giving priority to businesses that employ many female workers.
