Cash withdrawal of more than 100 million vnd must register with the State Treasury

This Circular applies to all units under the State Treasury system and the units using the State budget, and transaction units.
As per provisions of the Circular, personal expenditures includes: salaries, wages, increment of wage, student and pupil scholarships, bonus and collective welfare; expenditure for current officers in commune, village and hamlet; expenditure for the people who have contributed to the revolution and society; expenditure for pension and social allowances; expenditure for lunch for children in preschool and students, and other payments for individuals.
The units using the State budget, which want to withdraw cash in excess of the regulations must be registered with the State Treasury including: From 200 million vnd or more for the units using the State budget, which transact with Provincial State Treasury; from 100 vnd million or more for units using the State budget, which transact with the State Treasury at district level.
The Circular stipulates that units using the State budget register the demand of cash withdrawal for each payment date or for many different payment dates must clearly state the amount and the time of cash withdrawal in each payment date.
In the case where units using the State budget implement transactions with the district level State treasury to register the cash withdrawal within a working day at the commercial bank where the district level State Treasury opened an account, the district level State Treasury transferred the document of cash withdrawal under the electronic form to the commercial bank where the its account was opened for the unit using the State Budget to receive cash at the commercial bank.
If the units using the State budget when transacting with the district level State Treasury which wants to pay in cash from 1 billion vnd or more for each payment, they must withdraw cash at the commercial banks where the district level State Treasury opened the account.

When using the payment method via credit card, the transaction units take responsibility for management and using and keeping the security of credit cards and implement payment procedures in a timely fashion.
Along with that, the provincial and district level State Treasury shall control and pay cash for the transaction units together with the control process for State budget expenditure and on the basis of the content allowed to spend by cash, legal and valid payment documents of the unit in accordance with regulations, simultaneously taking responsibility to guide the transaction units to comply with the payment mode specified in this Circular.
This Circular takes effect from April 1, 2017 and abolishes Circular No. 164/2011/TT-BTC.
