Closely control scrap imports
On 20th June, Mr. Phan Tri Dung, Deputy Manager of Cai Mep Seaport Customs Branch under Ba Ria-Vung Tau Customs Department, said that currently, there are 133 plastic scrap containers at Tan Cang-Cai Mep Port. Of which, 78 containers have docked at this Port are over 90 days, the remaining containers stocked are from 30 days to 90 days.
Implementing the direction of the leader of the General Department of Vietnam Customs (GDVC) and Ba Ria-Vung Tau Customs Department on strengthening the control of scrap imports into Vietnam, currently the Department has classified to handle scrap containers that have docked at the port over 90 days, but they have not been implemented Customs clearance procedures in accordance with provisions in Circular 203 of the Ministry of Finance.
Notably, after Tan Cang-Cat Lai Port suspended receipt of imported scrap containers, Tan Cang-Cai Mep has issued provisions to tighten scrap imports to its port.
Currently, almost all enterprises importing scrap into Tan Cang-Cai Mep Port must submit all dossiers related to the imported goods to the Customs authority to check and be approved if they meet import requirements.
Hence, if shipping lines transport scrap for enterprises to Tan Cang-Cai Mep Port, they must be approved in writing by this port’s leader.
Mr. Pham Anh Tuan, Deputy Director of Tan Cang-Cai Mep Port said that after Tan Cang- Cat Lai Port suspended receiving imported plastic scrap containers, besides issuing provisions in coordination with the Customs authority to strictly inspect this term at Tan Cang-Cai Mep Port, we were considering to suspend receiving these containers.
The Customs authority coordinates with enterprise
In order to handle imported scrap containers at the port, the leader of Cai Mep Seaport Customs Branch said that for containers docked at Tan Cang-Cai Mep when their destination place was Tan Cang-Cat Lai Port, which suspended receiving scrap from 1st June 2018, then currently, if enterprises want to carry out procedures for receiving goods at Tan Cang-Cai Mep they must amend the bill of lading, and the Customs authority would provide the most favorable conditions for enterprises if they meet import conditions in accordance with provisions.
In order to adjust goods and improve the yards to create the smooth operation at the port, as well as import and export operations to encourage customers to directly import and deliver goods to Cai Mep Port, Sai Gon New Port Corporation said that from 1st July 2018, some services will be surcharged such as:
Surcharge on imported goods containers that were unloaded from ships at other ports (excluding Tan Cang-Hiep Phuoc) to the Tan Cang-Cat Lai destination port, the delivery charge is from VND 200,000 to 350,000.
Surcharge on Lift On-Lift Off for common goods containers (does not apply to containers in transit) is from the date of container entry in Cat Lai Port.
Progressive surcharge for normal goods withdrawal is from the date of container entry in Cat Lai Port until customers register to change container yard to inspection area, or withdraw or packing of goods.
Besides the surcharge on some services to adjust and restrict the huge quantity of goods docking at Tan Cang-Cat Lai port, from 1st June 2018, the Sai Gon New Port Cooperation has taken measures to suspend receiving plastic scrap containers imported into the 2 ports including Tan Cang-Cat Lai Port and Tan Cang-Hiep Phuoc Port. Especially, from 1st June to 30th September 2018, the Corporation has suspended receiving almost all shipments of scrap directly imported to these ports.

Mr. Nguyen Huu Nghiep, Deputy Director of Ho Chi Minh City Customs Department said that in order to handle 3,220 imported scrap containers that were not carried out Customs procedures at Tan Cang-Cat Lai Port, of which over 2,200 containers were in stock over 90 days, Ho Chi Minh City Customs Department has requested Customs branches where scrap is in stock to classify category, quantity, weight, composition, properties of scrap goods, and report to the Council for handling goods in stock to identify the State-owned Property Rights for classified goods containers in accordance with provisions in Circular 203/2014/TT-BTC of the Ministry of Finance.
