The information was revealed by arepresentative of the Standing Office of the National Steering Committee 389 at abriefing on the first quarter and setting tasks forthe second quarter of 2019.

Accordingly, competent agencies issues fines for12,320 cases of administrative violations, prosecuted 1,983 cases with 2,647 offenders and contributed 2,333.6 billion VND to the State budget.

The Ministry of Industry and Trade handled 300,699 cases; the Ministry of Public Security handled 27,955 cases, the Ministry of National Defence handled 2,819 cases; the Ministry of Health handled 2,117 cases; and the Ministry of Science and Technology handled 1,122 cases.

The leader of National Steering Committee 389 said that to enhance the efficiency of anti-smuggling, trade fraud and counterfeit goods, on 6 May 2016, the Prime Minister issued Decision No. 19/2016/QD-TTg on responsibilities and coordination relations between state management agencies in the fight against smuggling, trade fraud and counterfeit goods (Decision 19).

The Committee also issued 361/2017/QĐ-BCĐ dated 1 June 2017, regulating responsibilities and coordination relations between the National Steering Committee 389, Steering Committee 389 of ministries, branches and localities in directing and administrating anti-smuggling, trade fraud and fake goods (Decision 361).

After Decision 19 and Decision 361 were issued, competent agencies have developed coordination regulations, plans and programmes to strengthen cooperation in sharing information, patrolling, controlling, arresting and handling violations of smuggling, trade frauds and counterfeit goods:

The Police force has collaborated with the Border Guard in patrolling and controlling road routes, contributing to prevent illegal transportation of goods via trails and tracks. This includes the destructionof a large smuggling gang in Cao Loc district of Lang Son province on 14 December 2018.

The Border Guard Command signed an agreement on coordination in combating smuggling and illegal transportation of goods across borders and seaports with the General Department of Forestry (under Ministry of Agriculture and Rural Development), Security Department of Monetary, Investment and Finance (Ministry of Public Security), the State Bank, Standing Office of National Steering Committee 389. Typically, sharing information, coordinating inspection and arrest of smuggling case of five containers at Yen Vien station, Hanoi (November 2018).

Besides, the General Department of Market Surveillance requested its units nationwide to workwith other forces to implement plans and effectively deploy the inspection, anti-smuggling, trade fraud and production and business of counterfeit goods. For example, the General Department of Market Surveillance coordinated with the Police force in seizing medical equipment valued at hundreds of billions of VND at Viet Nhat Medical Equipment Company and prosecuted four offenders.

The competent forces have detected many violations, manufacturing and trading of counterfeit goods with large quantities such as Slim Trading Company, G&P-France Pharmaceutical Company.

The Ministry of Information and Communications has coordinated with the Police to fight against smuggling, illegal transportation by post, trading counterfeit goods, copyright infringement, intellectual property through the internet.It has also asked the media, press and television agencies to coordinate with competent agencies to build programmes and themes to promote propaganda on smuggling, trade frauds and counterfeit goods.
