To continue tasks and solutions to enhance prevention and combat and response to the Covid-19 epidemic, the General Department of Taxation issued document No. 1086 / TCT-VP requesting heads of units and civil servants and employees of tax agencies to seriously comply with the instructions of the Party Central Committee Secretariat, the Prime Minister, the Ministry of Finance, the General Department of Taxation and other agencies.

The General Department of Taxation requires tax departments proactively work with ministries, agencies and authorities at all levels to be ready to respond to all situations, while alsoanalysing and evaluating contents and tasks under the responsibility of the Ministry of Finance and the General Department of Taxation to have preparations to meet all possible circumstances affecting the management of State budget collection and spending.

The General Department of Taxation recommends its units not to be subjective and neglect epidemic prevention and control; continue to deploy solutions to cope with all situations, not to fall into passive status; restrict meetings, events and crowded activities and enhance application of information technology in directing, operating and encouraging businesses, organizations and individuals to use online public services.

In addition, the General Department of Taxation assigns departments and competent units to assess impacts and report to the Ministry of Finance on detailed plans and scenarios for State budget collection and spending and the implementation of urgent tasks and solutions to remove difficulties for production and business and ensure social security.

At the same time, to actively participate and coordinate with other agencies under the Ministry of Finance to submit to authorities to issue regulations on appropriate credit policies to address difficulties for those affected by the Covid-19 pandemic; issue a decree on the extension of tax payment and land rent; submit to the Government the exemption and reduction of taxes, fees and charges; review solutions on taxes, fees and charges, or propose plans to reduce taxes, fees and charges, first is a support package of about VND 80 trillion to contributing to solving difficulties inproduction and business; issued a National AssemblyResolution on policies on corporate income tax, support for small and medium-sized businesses and a resolution to boost the personal deductions, contributing to reducing tax obligations for people.

In particular, the General Department of Taxation requires considering the exemption from regular inspections in 2020 for businesses showing no signs of violations and affected by the epidemic to create favourable conditions for businesses to focus on solving difficulties. At the same time, unexpected inspections are not allowed, except inspecial cases assigned and approved by the Ministry of Finance’s leader.

The General Department of Taxation also requires units to focus on integrating administrative procedures at levels 3 and 4with the National Public Service Portal tostronglyreduce costs and create favourable conditions for people and businesses;speed ​​up reform and simplification of administrative procedures for those affected by the Covid-19 epidemic such as tax refund, tax payment extension; immediately solve difficulties and problems, facilitate production and business; absolutely not make difficulties and troubles fortaxpayers; strictly handle acts of taking advantage of epidemic control policies to cause difficulties to businesses and individuals and accelerate solutions to improve the business investment environment, improve competitiveness, as well as publicise the processing of administrative procedures for people and businesses.

For Covid-19 epidemic prevention and control solutions, the General Department of Taxation requires civil servants and employees to strictly abide by the regulations of the National Steering Committee on epidemic prevention, the Ministry of Health and other instructions of competent authorities, especially in truthful and accurate declarations of time of contact with cases on flights from abroad into Vietnam.

The tax departments within their management scope and functions implement all measures to prevent and control the Covid-19 epidemic; strictly and fully comply with requirements, especially regulations on isolation, monitoring and health status; coordinate with authorities in areas of zoning, isolation and treatment; strictly control cases contacting with Covid-19 positive patients, contributing to limiting spread in the community and workplaces; and at the same time, prepare conditions for human resources, resources and equipment to cope with disease outbreaks on a larger scale.

The General Department of Taxation emphasisedthat during the implementation of the epidemic prevention and control, the units always complied with unified direction and management of the National Steering Committee for Covid-19 Epidemic Prevention, promote strongly four on-the-spot mottos, calmly respond in all situations and prohibit all acts of posting false information on mass media, causing confusion about the disease situation.
