Continue to instruct on the inspection of electronic C/O form D

The department said the regulations and commitments in ASEAN do not restrict the agencies and organisations from issuing C/O form D on paper and electronic copies for the same shipment.
In the case of a consignment which has both paper and electronic C/O, customs authorities will base their work on the electronic C/O to apply a special preferential tariff for the shipment.
If there is a difference between the electronic C/O and C/O paper, the General Department of Vietnam Customs will direct the provincial customs departments to conduct verification in accordance with regulations.
If ASW or a national single window portal (NSW) is in trouble, the Customs authority receiving the C/O on paper copy will consider and handle the shipment according to its competence.
The inspection and determination of origin of goods should comply with the provisions of Circular 38/2018/TT-BTC of the Ministry of Finance and the Process issued together with Decision No. 4286/QD-TCHQ of the General Department of Vietnam Customs in 2015.
According to the General Department of Vietnam Customs, from 1/4/2019, Brunei Darussalam connected the electronic data transmission system through the ASW.From this date, Customs authorities will carry out the electronic C/O form D sent by Brunei through the Single Window system. The inspection will be followed the guidelines of the General Department of Vietnam Customs in several documents (Official Letter 78/TCHQ-GSQL dated January 5, 2018; Official Dispatch 1888/TCHQ-GSQL dated April 10, 2018 and Official Dispatch 5724/TCHQ-GSQL on October 2, 2018).
Previously, the ASW was connected between five member countries including Vietnam, Thailand, Malaysia, Indonesia and Singapore through the exchanging of Certificate of Origin Form D by electronic version (e-C/O Form D).
Updated from the beginning of the year to March 19, Vietnam received 10,553 C/O from four member countries and sent 23,262 C/O to member countries. Indonesia is the country with the largest volume of exchanges C/O with Vietnam.
However, since the beginning of the year, Vietnam has not received C/O from Thailand, while Vietnam has sent 9,773 C/O to Thailand.
