The Tax Management System (TMS) is the officially and only IT system that assists tax authorities at all levels in administering taxes. TMS not only saves time, costs of equipment investment but also facilitates the tax administration when exploiting, synthesizing the data in a quick and accurate way.

Therefore, the Taxation sector has continuously upgraded and perfected this tax management system and also continued to deal with problems related to professional regulations on tax declaration, payment and tax accounting which caused data lacking. At the same time, the tax authorities have implemented application testing before deployment on the basis of the analyzed profession requirements (changing the accounting rules for VAT declarations, convert tools new tax form).

According to the assessment of the General Department of Taxation, TMS has created the basis for ensuring the unity of profession and operations in the whole country. Comprehensive and accurate accounting data of TMS has basically responded to the requirements of core tax administration professions, especially meeting the requirements of piloting the internal tax accounting system, supporting the synthesis and supplying of management tax data and facilitate the expansion of electronic services provided to taxpayers.

Besides improving the TMS system, the Taxation sector is also carrying out activities to upgrade the electronic portal to provide tax services for taxpayers such as: profession requirement of tax registration, tax declaration, tax refund, tax payment and tax notices sent to taxpayers electronically. Especially, the tax declaration and tax payment have brought into full play the strengths in the last month of final settlement of corporate income tax and personal income tax. The statistics of the tax office show that nearly 99% of taxpayers have filed and paid electronically, so the direct tax settlement at the Tax Department has been significantly reduced.

At present, the General Department of Taxation is proposing to deploy and upgrade the application of two-step notice on the handling of taxpayers' tax declaration dossiers at tax offices according to the provisions of Circular No. 110/2015 / TT-BTC on electronic transaction guides in the tax field.

Regarding the refund of electronic value added tax, according to the General Department of Taxation, the taxation sector is continuing to apply the piloting the dossiers and return results of electronic value added tax refund at 11 Tax Departments: TP. Ho Chi Minh City, Dong Nai, Binh Duong, Da Nang, Can Tho, Quang Ninh, Kon Tum, Khanh Hoa, Vinh Phuc, Binh Thuan, Thai Nguyen. In May, this application will be expanded nationwide.

Remarkably, in the improvement of the business environment which contributing to promoting e-government, the General Department of Taxation is actively coordinating with the Ministry of Planning and Investment to issue the automatic tax code to enterprises and manage enterprises in the post-establishment period. The tax authorities have consulted the local taxation department by internal e-mail to synthesize the results of enterprise data review in 2016 and arising problems in the implementation, review, standardize and data sync process.

In the incoming period, the issuance of tax codes will be made on an electronic platform, which is quick and simple and reducing inconvenience.
