According to this plan, the Directorate of Market Surveillance will focus on identifying key routes, locations, entities and products; developing specific plans to effectively implement guiding documents of the Government, Prime Minister, National Steering Committee 389, Ministry of Industry and Trade and Directorate of Information Management during the peak period.

At the same time, the Market Surveillance agency will strengthen market inspection and control and handle administrative violations for necessities in high demand during the year-end and Lunar New Year holidays such as confectionery and wine, beer, soft drinks, tobacco, fresh food products, medical products for the prevention and control of Covid-19; and prevent speculation, hoarding of goods, unreasonable price increase and ensure market stability to serve people's needs for the new year.

In addition, the Market Surveillance will promote coordination with other authorities to inspect areas, warehouses and goods gathering sites near the border, wholesale markets, roads, railways, especially in key areas in border provinces.

Furthermore, the directorate will apply information technology to handle acts of trading in banned goods, contraband goods, counterfeit goods, as well as goods infringing intellectual property rights on social networks and e-commerce platforms.

Moreover, the directorate will enhance information and communication work, combine inspection and handling of violations with encouraging those engaged in commercial activities in the market to participate in the fight against smuggling and trade fraud and counterfeiting and to make a commitment on not trading in counterfeit, contraband or poor quality goods; inspect business establishments that have signed commitments and strictly handle violations.

The market surveillance force will regularly inspect and supervise the performance of civil servants to promptly urge them to complete their assigned tasks effectively and punctually; strictly handle collectives and individuals who corrupt, cover up and abet the law violations.

Also in the peak plan, the Directorate of Market Surveillance noted key areas and items.

Accordingly, the Department of Market Surveillance at the northern border will focus on areas of ​​​​Tan Thanh, Huu Nghi and Tan Thanh markets (Lang Son province); Lao Cai international border gate, Kim Thanh border gate, Coc Leu market (Lao Cai province); Mong Cai City (Quang Ninh); Thanh Thuy border gate (Ha Giang); Tay Trang border gate (Dien Bien) and key items such as firecrackers, cigarettes, alcohol, beer, soft drinks, fashion goods (clothes, shoes, bags), liquefied petroleum gas, food products, cosmetics, livestock and poultry and medical equipment (masks, hand sanitizers).

Departments of Market Surveillance in the Central region and Central Highlands border will focus on the Cau Treo border gate area (Ha Tinh); Cha Lo border gate (Quang Binh); Lao Bao border gate, Dong Ha market (Quang Tri) and key items such as sugar, soft drinks, used electronics and refrigeration products.

Market Surveillance Departments in the Southwest border will focus on areas of ​​Moc Bai border gate (Tay Ninh); ​​Duc Hoa and Duc Hue districts (Long An); Tinh Bien border gate (An Giang); Hong Ngu city (Dong Thap); Hoa Lu border gate (Binh Phuoc), and key products: cigarettes, sugar, gasoline, used electronics, refrigeration products, fertilizers, and pesticides.

Market Surveillance Departments in the inland provinces will strengthen the inspection and control of goods at commercial centers, wholesale markets, specialized markets, people's markets, busy trading streets; and inspect the listing of prices of goods, preventing speculation, hoarding, and unreasonable price increases, especially for essential items during the Lunar New Year and medical products for the prevention and control of the Covid-19 pandemic.
