Achievements

Over the past 90 years, the Communist Party of Vietnam has become the leader and organizer of all victories of our country's revolution, establishing miracles in the twentieth century. In particular, there are three great victories recognized by the history of the nation and friends of the world: Firstly,the August Revolution victory in 1945. The revolution ended the feudal and colonial regime in our country and opened an era of independence for the nation.

The second great victory was the victory of the wars against foreign aggression. We have conquered the most powerful imperial forces of the twentieth century, won independence, and completely unified the country. The resounding victories such as the victory in Dien Bien Phu in 1954 and the Great Victory in Spring 1975.

The third victory is the victory of the Doi Moi (Reform) initiative, started and led by the Partysince1986. The great achievements of historical significance in terms of economy, politics, society, culture, national defense, security, foreign affairs and people's lives have been greatly increased.

The Party has gradually brought our country and our nation out of poverty and backwardness, changing from a centrally-planned economy to a socialist-oriented market economy, achieving a high growth rate. From a poor, backward country, our country now has an average developed economy. Per capita income in 1986 was justover US$100/person/year, but now it is US$2,200/person/year. Especially, the fundamental changes in agriculture have been gradually industrialized and modernized. We are striving to make our country an industrialized country towards modernization.

In politics, we maintain stability and build a growing political system. We must recognize the role of the ruling Party, leading the country, fulfilling the credo, guidelines, theories and the capacity to organize reality and constantly regulate the Party.

Currently, our Party is implementing social policies, ensuring social security, improving the material and spiritual life of the people. Especially, we uphold our independence, sovereignty and territorial unity. We are also successfully implementing foreign policy, independence, peace, cooperation and development. Vietnam is a friend, a reliable partner and a responsible member of the international community. At present, we have international relations with 187 countries about diplomacy and strategic partnerships with 16 countries. Vietnam has also participated in United Nations and regional organizations, empowering Vietnam's influence in the international arena.

Culture and society have been increasingly developed, the work of hunger eradication and poverty reduction has achieved important results, soon fulfilling the United Nations Millennium Development Goals, and highly appreciated internationally. The country's appearance and people's lives have been improved. Social and political stability; defense and security are strengthened. Socialist democracy was promoted and expanded. The great unity of the entire nation is strengthened and enhanced.

With these achievements, as the Central Resolution 4 of the XII Session affirmed, "Our country has never had the same position as today". The scheme here is the result of revolution and an independent country. People's lives also changed. The position of the country in international relations is greatly increased.

The fact has affirmed the historical role of our Party – the leading role, leading the revolution from victory to victory. To accomplish that glorious mission, our Party always pays attention to building, reorganizing the team, improving the leadership and prestige of the Party. The requirement to build, regulate the Party, fight against corruption and waste is extremely urgent, requiring synchronous and comprehensive implementation in order to prevent the decline of ideological status, lifestyle ethics, manifestations of "self-evolution" and "self-transformation" on the part of cadres and party members.

The struggle against the decline of Party cadres was launched from the 4th Central Resolution, XI session in 2012. Especially later, after the 4th Central Resolution, XII term the anti-negative and anti-recession case of some cadres and party members is more organized, with higher political determination. Determined to build a clean Party, handling wrongdoerscontribute to strengthening people's confidence in the Party. And the most obvious effect is the people's confidence rising in the Party. It shows the strictness and determination of the Party, making the Party clean and strong. Cut off the "boils", the determination to purify the Party, which is one of the hallmarks of the Party's determination to lead.

In recent years, especially sincethe XII Congress, our Party has raised political determination, declared war on damage, corruption, waste, bureaucracy and emotionlessness from the people. The words of General Secretary and State President Nguyen PhuTrong: "The furnace is already hot, and the firewood is here to burn," at the 12th meeting of the Central Steering Committee on Corruption Prevention July 31, 2017 became a political determination, a trend and an irresistible movement. The results of anti-corruption and negative results have shown positive signs. Many corruption cases, especially serious economic one, have been spedup to investigate, prosecute, promptly and strictly before the law, including high-ranking leaders, incumbent officials and retired officials.

Continue adjusting to grow

In 2020, the Party Congress at all levels will take place, leading to the 13th National Party Congress. This is an extensive political activity forthe whole Party, the people and the army. The congress was held in the context of the country passing 35 years of Doi Moi, 30 years of implementing the platform for building the country in the transition period to socialism, 10 years of implementing the Socio-Economic Development Strategy 2011-2020 with proud achievements. These great and historic achievements have made an important contribution to the country's position and prestige today. However, along with the above achievements and advantages, we are facing many difficulties and challenges. Associated with advantages in the development process are new requirements, tasks, challenges and contradictions.

Looking back, the socio-economic situation of our country has been developing, but it has not been really solid orcommensurate with the potential and advantages, and has not fully promoted the historical and traditional values and culture of Vietnamese people. The political and international security situation has developed quickly and unpredictably, causing instability. The work of building the Party and the political system still has some weaknesses and inadequacies; the leadership and fighting power of many party organizations and party members is still limited.

President Ho Chi Minh said: "The Party Congress is very much related to the revolutionary future of our Party and our people. The Congress will make the Party more united, more solid."

In the current context, preparing for the Party Congress not only includeshuman resources work, but also many other important issues, including documents; a need to summarize the new models, good practices of the localities put in the document. These are the issues that this congress must summarize, so that the orientation is not only to prepare for a term, but also to have foresight for thenext 10 - 15 years indevelopment direction.

At the same time, we need to continue promoting the work of building, regulating the Party, tightening discipline, fighting against corruption and negativity; at the same time create an environment and favorable conditions to encourage innovation and protect officials who dare to think, dare to do, dare to take responsibility, for the common benefit.

The Party's view on cadre work is clearly stated in the Resolution of the 7th Central Conference, XII, that is determined not to promote those who are ambitious for power, running for office, running for power, running votes, running structure, sectarianism, localism, group interests, decline in political, ethical, lifestyle ideology, "self-evolution", "self-transformation", bureaucracy and corruption.

The country is entering Spring! The whole Vietnamese people with the cheerful atmosphere "Happy Spring, Happy Party" and progressing to the 13th National Party Congress of the Party will successfully achieve the goal "Rich people, strong country, democracy, justice and civilization”.
