Digital transformation – an effective "vaccine” against Covid-19

Recently, proposing solutions to support IT enterprises, besides creating favorable conditions for businesses to apply support policies on capital, labor, credit, taxes and land use costs. Using infrastructure, Mr. Truong Gia Binh, President of VINASA proposed a solution to stimulate demand, accelerate digital transformation to improve adaptability and overcome the Covid-19 crisis.

VINASA representative said that it is possible to call digital transformation an effective "vaccine" that helps businesses, the economy and society have the ability to resist Covid-19.

According to VINASA, digital transformation is the core process of Industry 4.0, so the Government should soon approve and drastically direct the implementation of the National Digital Conversion Program, which is presided over by the Ministry of Information and Communications.

At the same time, giving priority to spending more resources to increase the scale and speeding up the pace of IT application to implement digital transformation throughout the economy, first of all in the area that provides public services to people and businesses and in priority sectors and areas that Vietnam has a comparative advantage.

Besides, it is necessary to drastically deploy and accelerate the disbursement of capital for public investment projects in the field of IT and digital transformation.

In the immediate future, VINASA proposes the Government, local ministries and agencies to consider a conversion stimulus package large enough to immediately implement some contents.

Specifically, the State orders key digital products and services to serve the needs of digital transformation of the economy to adapt to the new normal state; providing financial support for digital transformation projects of organizations and enterprises, especially for the priority areas; training digital transformation for businesses and organizations.

Promote the construction of national digital infrastructure

Recently, at the Prime Minister's meeting with enterprises, CMC Technology Group's representative also emphasized that in order to develop a country's digital economy, digital transformation is considered a leading factor to promote development.

According to Mr. Nguyen Trung Chinh, Chairman and General Director of CMC Technology Group, at this time, the role of IT is clearly revealed and more prominent when IT becomes a way to help society escape difficulties caused by the negative effects of the COVID-19 pandemic.

“It can be said that the COVID-19 pandemic is creating a“push”for us to create aDigital Life. This is a golden opportunity for the IT industry to develop extensively and utilize digital technology to create a breakthrough for the digital economy in particular and the economy in general,”Mr. Nguyen Trung Chinh said.

The representative of CMC Group proposed the Prime Minister and the Government many remarkable solutions.

According to a representative of CMC, according to experts from the Commonwealth Scientific and Industrial Research Organization (CSIRO), the digital transformation will bring 1.1% of GDP growth per year to Vietnam by 2045, helping Vietnam regain growth momentum after the impact of the Covid-19 pandemic. Accordingly, strong investment in digital transformation and digital government is needed.

In addition, the Government needs to speed up non-cash payments and online payments, quickly deploy Mobile Money licensing, accelerate the use of the online payment system of the National Public Service Portal, pay online fees, charges and taxes, pay fines for handling administrative violations, pay voluntary insurance, health insurance and other financial obligations in settling administrative procedures.

Besides, it is necessary to promote the construction of national digital infrastructure. The national digital transformation program has set a target that by 2030, Vietnam will be among the top 50 countries in e-government and the digital economy accounts for 30% of gross domestic product.

The businesses proposed a 25% reduction of fees and taxes, including VAT, enterprise income tax and personal income tax of employees to stimulate the investment and shopping needs of people and businesses. Tax exemption and reduction for businesses are to invest in digital conversion to encourage businesses to invest in digital conversion.

At the same time, thoroughly reforming administrative procedures such as simplifying procedures, cutting down handling time, how to act exactly like the spirit of anti-epidemic: fast, drastic and effective.
