Customs doesn’t request enterprises to lodge invoices at the seaport

According to the General Department of Customs, they have received feedback that Hai Phong Customs Department required enterprises to lodge invoices of charging fees of using infrastructure and public services in the seaport of Hai Phong city and included in the Customs dossiers for import-export goods, temporary import and re-export, and transit and store in bonded warehouse under notification No. 1548/TB-UBND date 21-12-2016 of People’s Committee of Hai Anh district.
Regarding this issue, the General Department of Customs said that, based on the regulation specified in Article 16, Article 52, Article 82, Article 89 and Article 91 of Circular No. 38/2015/TT-BTC of the Ministry of Finance, Customs dossiers for export and import goods, transiting, bonded warehouses exclude the charges of using infrastructure and public services in the seaport.
Therefore, the General Department of Customs requested Hai Phong Customs Department to follow the regulations about Customs dossiers to implement. In that, Customs officers will not ask enterprises to submit or present documents or other papers which are not included in the Customs dossiers.
Previously, the Customs Newspaper reflected enterprises concerns when the People's Committee of Hai Phong charged fees for using infrastructure and public services in the seaport. Currently, enterprises do not only pay additional cost up to hundreds of millions VND every month, but also waste time queuing to pay charges.
