Customs rules for temporary import of defence goods
Pakistan Customs has issued procedure for temporary import and export of defence exhibition goods for Ideas 2016 to be held from November 22–25.
Officials at Pakistan Customs on Saturday said that the procedure has been issued to facilitate exhibitors. The Ministry of Commerce had already granted permission in this regard, they said.
The officials said in order to facilitate Karachi Expo Centre had been declared as the exhibition site and Customs examination area.
They said that Defence Export Promotion Organization (DEPO) has appointed freight forwarders and Customs agents to file goods declaration in this regard.
“No other individual or organization shall be allowed to act as freight forwarder or Customs agents to file goods declaration for IDEAS 2016,” according to an official note issued by Model Customs Collectorate (MCC) Appraisement – West.
Pakistan Customs directed all the collectorates where goods declaration would be filed that the assessment of such goods should be processed without collection of any Customs duty, sales tax, federal excise duty and advance income tax. The Customs officials have also been asked to conduct 100 percent examination of goods and should make detailed inventory.
An official note said that after the conclusion of the exhibition, goods declaration for export in respect of unconsumed goods titled with IDEAS 2016 should be recorded with complete description, quantity and value. Further, Customs staff should be deputed exclusively for 100 percent reexamination of goods to b exported.
It said that in case items not exported within 30 days, the same would be treated as defence goods and would be handed over to the Army Embarkation Headquarters, Karachi.
“The EHQ shall follow the procedure laid down for the clearance of defence cargo before removal from exhibition area,” the note added.
