Decisive and timely solutions for economic development

Speaking at the workshop, Deputy Minister of Construction Nguyen Tuong Van said that 2023 is the mid-term year, which is important in accelerating the implementation and striving to complete the goals of the five-year plans, contributing to the implementation of the objectives of the 10-year socio-economic development strategy for 2021-2030.

To overcome difficulties and challenges and create favorable conditions for socio-economic development in 2023, it is necessary to focus on a number of important issues such as the Government's flexible operating policy; adaptation of the business community; speeding up the construction and completion of the infrastructure system, speeding up the disbursement of public investment capital for key works; solutions to develop the country's economy in 2023, including solutions from the Ministry of Construction, focusing on serving the goal of creating a driving force for Vietnam's economic development in the coming year.

Affirming that real estate is one of the important markets, having the role of attracting resources, creating fixed assets for the economy, and promoting many economic sectors and other fields to develop together, Nguyen Tuong Van also said that, besides making positive contributions to the country's economic development and ensuring social security, the real estate market is showing limitations and inadequacies, showing signs of instability.

From these difficulties, problems and inadequacies, the Ministry of Construction proposed many key solutions, such as urgently researching and perfecting the legal system related to the real estate sector to remove difficulties and obstacles; reviewing and supplementing the planning, allocating enough land fund for social housing development; control, restructure real estate credit to ensure proper use, avoid risks.

Assessing the results of socio-economic development in 2022, Phan Duc Hieu, Standing Member of the Economic Committee of the National Assembly, said the economic development results in 2022 are very encouraging compared to the difficulties that we face.

However, there are many internal and external challenges, along with that, the business community continues to face many difficulties.

Regarding the solution for socio-economic development in 2023, Phan Duc Hieu emphasized that he personally did not propose any new solutions, because the solutions have been fully proposed by the National Assembly and the Government.

Accordingly, Resolution No. 68/2022/QH of the National Assembly has proposed 10 groups of solutions for socio-economic development in 2023 such as prioritizing maintaining macroeconomic stability, controlling inflation, and promoting economic growth, ensuring major balances of the economy; building and perfecting institutions and raising the effectiveness and efficiency of law enforcement organizations; strengthen the prevention and fight against corruption, negativity and wastefulness; promote administrative reform, improve the business investment environment.

“In my opinion, 2023 is the year to implement strong, drastic, timely and complete actions of the proposed solutions. The proposed solution groups must complete the right goals and on time," said Phan Duc Hieu.

For groups of solutions that have been set out, it is necessary to closely follow the difficulties of the business community in order to promptly solve difficulties and obstacles in order to solve problems and promote economic development.

One of those issues is mechanisms and institutions. Along with that, it is necessary to focus on solving fundamental issues such as public investment.

This expert also emphasized that when solving new problems, it is necessary to "avoid sudden and unpredictable solutions" that make it difficult for businesses to adapt and change direction.

At the same time, we need to continue to improve the business environment and pay special attention to transparency and fairness, towards higher quality, not just dealing with administrative procedures.

This participation is not only the responsibility of each State but also the responsibility of all actors. Businesses themselves also have to be responsible, this is an opportunity, an opportunity to make a breakthrough.

Dr. Vu Tien Loc, Chairman of the Vietnam-VIAC International Arbitration Center, said that 2022 is a special year, there are two bright and dark areas in the economy, it can be seen that the last 6 months of the year are grayer, but in general, macro numbers are in summer, and businesses are in a difficult winter.

Currently, we are preparing to enter 2023 with new difficulties and challenges. The business picture of the last months of 2022 will continue to evolve in the first 6 months of 2023. We can only improve our internal capacity to cope with changes, this is the competitiveness of enterprises.

"The flexible adaptation of the business community in production and business activities in 2023 is some of the suggestions for the business community," said Vu Tien Loc.
