Deputy Prime Minister Vuong Dinh Hue: Need breakthrough in the NSW implementation

27,000 businesses join NSW

Attending the meeting were Deputy Minister of Finance Vu Thi Mai, Director General of the General Department of Customs Nguyen Van Can and 1899 Committee’s members.

At the meeting, representative of the Standing Agency, Deputy Minister Vu Thi Mai reported that by the end of January 30, 2019, the whole country had 13 ministries and sectors connecting to NSW with 173 procedures and nearly 1.9 million applications, with about 27,000 businesses processed through the NSW Portal.

Under Decision No. 1254 / QD-TTg dated September 26, 2018, the Prime Minister assigned ministries and sectors in 2018 to strive to implement 138 new administrative procedures on NSW. By the end of 2018, 106 new procedures were implemented, reaching 77% of the target.

Despite failing to reach the target set in Decision 1254, according to Deputy Minister Vu Thi Mai, in 2018, ministries and sectors have made positive changes in the NSW implementation, thereby creating a breakthrough when only in the last 5 months of the year, 100 new procedures were deployed, bringing more benefits to people and businesses.

"The Ministry of Transport, Ministry of Industry and Trade, Ministry of Natural Resources and Environment, State Bank, etc., have made great efforts in implementing administrative procedures on NSW and achieved very positive results. In particular, the Ministry of Transport and the State Bank have completed 100% according to the plan”- Deputy Minister stressed.

Regarding the ASW implementation, Vietnam has implemented an electronic form C / O exchange with 4 countries in the region including: Singapore, Malaysia, Indonesia, and Thailand.

As of January 30, 2019, the total number of C / O which Vietnam received from four above countries was 63,428; the total number of C / O which Vietnam sent to those countries was 108,753.

Regarding the specialized inspection, Mai shared that the number of goods subject to specialized inspection was still significant (updated at the end of October 2018), the number of imported declarations subject to specialized management and inspection accounted for 19.1% of the total import shipments which were cleared at the border gate.

Limitations in coordination

Addressing the Meeting, Deputy Prime Minister Vuong Dinh Hue appreciated the greats efforts and achievements of ministries and sectors in the implementation of NSW, ASW and trade facilitation.

However, he noted that there were still many shortcomings and problems, such as the number of new administrative procedures have not met the Prime Minister’s requirements, thereby it needs to focus on recovering them to contribute to the country's breakthrough and comprehensive development in 2019.

The coordination among units from the stage of unifying the process of information targets for software development and the information connection system between NSW Portal and ministries and sectors is still limited.

"Standing Government Agency has discussed and considered that if the ministries and sectors directly implement e-Government, digital Government and IT types, the effectiveness shall be very limited. Should we hire IT services under requirements on security and connection techniques”- Deputy Prime Minister suggested.

Regarding the specialized inspection, the Deputy Prime Minister said that, through direct survey in some localities, the number of goods subject to specialized inspection still accounted for a large proportion, the reduction of the list of goods subject to specialized management and inspection was still limited, failing to ensure two targets of trade facilitation and combat against smuggling and trade fraud.

Regarding the implementation of target in 2019, in addition to the contents reported by the Standing Agency, Deputy Prime Minister Vuong Dinh Hue guided and thoroughly directed the Government's breakthrough target in 2019, the implementation of NSW, ASW and Trade facilitation of ministries and sector must also be done well under direction.

With NSW, the number of procedures to be connected is not significant (only 61 procedures in 2019, including 18 procedures of 2018), so ministries and sectors need to focus on improving quality and effectiveness to meet the satisfaction of the business community. But, the Deputy Prime Minister also noted that although the number of procedures are few, there are challenges, requiring efforts from ministries and sectors.

"Improvement of efficiency and quality of the NSW and ASW implementation must meet immediate needs and long-term sustainable development goals" - Deputy Prime Minister stated.

Regarding the ASW implementation, he requested ministries and sectors to strive to achieve the target of exchanging ASEAN customs declarations and plant and animal quarantine certificates with ASEAN countries; exchanging electronic C / O information with the Eurasian Economic Union and South Korea ... Thereby, helping Vietnam create a leading role in implementing ASW, contributing to building a foundation for Vietnam to play its role as President of ASEAN in 2020.

Regarding the management and specialized inspection for import and export goods, Vuong Dinh Hue directed the ministries and sector to continue promoting the achieved results, overcome the limitations and inadequacies to bring this activity into reality.

The Deputy Prime Minister affirmed the viewpoint of not accepting cuts for report, the cuts must achieve both targets. At the same time, enhancing the management and coordination of ministries, agencies and the General Department of Customs.

"It needs to review business conditions and procedures that have been cut, but are not necessary to be cut or required to be retained. In contrast, when issuing 'cut' documents, but 'laying out' other procedures and conditions, this is something to keep in mind, the Chairman of 1899 stressed.

In particular, the Deputy Prime Minister added, the principle that, "the ministries and sectors which do not issue the order, procedures, standards, and regulations of inspection, are not allowed to carry out the specialized inspection, must stop and be abolished. If not, it will lead to the situation that all ministries have the right to inspect. It must promptly report to the Committee on case of failing to issue code, standards and regulations.”...
