Developing cooperative regulations with enterprises to deploy the project on goods supervision

The cooperative regulations will only be effective until the effective date of revised Circular 38/2015 / TT-BTC of the Ministry of Finance.
Hải Phòng Customs Department and Hanoi Customs Department are the first two units in the whole sector to implement the project will be responsible for developing the cooperative regulations thất stipulate the connection and exchange of information with businesses in the areas to manage and supervise goods from arrival, storage to departure from the seaports and airports.
In addition, the General Department of Customs also assigned the Customs IT and Statistics Department to coordinate with Hai Phong Customs Department and Hanoi Customs Department to build the IT system and infrastructure to carry out the regulations.
This project aims to simplify and harmonize Customs procedures with procedures of warehouses, yards, seaports and airports operators and related units through the application of a centralized information technology system to exchange and update information with these operators for the purpose of closely and promptly monitoring the movement, fluctuation and situation of the goods from arrival to departure and transportation between Customs supervision areas; shortening the time and cost of Customs clearance. At the same time, strengthening the Customs management agencies in inspection, supervising and control; enhancing the compliance of enterprises; preventing trade fraud, smuggling and ensuring national security.
Also, the implementation of the project helps to enhance the automation of the information technology systems in support of Customs inspection, comparison and risk assessment, supervision, and control.

It is planned that the project will be deployed at Hai Phong Customs Department (for sea) on August 15, 2017, and at Hanoi Customs Department (for air) in October 2017.
