The fight against infringement of intellectual property rights (IPR) has met many difficulties and obstacles due to the difficulty in identifying the offending organization or individual and collecting infringing evidence and value of goods. That is the content presented by many delegates at the Workshop on enforcement of intellectual property rights in e-commerce environment took place on April 26, 2017, at the Ministry of Science and Technology.

Deputy Minister of Science and Technology Tran Van Tung said that the production of smart products in modern technology with a significant contribution of technology to intellectual property activities and benefits of E-commerce has brought great advantages in business, but also brought many challenges to the protection of IPR and product protection. Therefore, it is necessary to raise the sense of community in the protection of IP rights in general and in the e-commerce environment in particular.

Together with the strong development of technology and e-commerce, besides traditional markets, business activities are taking place more and more in the e-commerce environment. The benefits from this model transformation are great, attractive to manufacturers, businesses and increasingly attracting more participants. In addition to the undeniable benefits of e-commerce, this business environment also brings challenges, including enforcement of IPR.

According to Nguyen Nhu Quynh, Deputy Chief Inspector of the Ministry of Science and Technology, enterprises are not fully aware of the protection of IPR in the e-commerce environment. Infringement of IPR in the visual environment is much difficult, and in the electronic environment is much more difficult. Because it is difficult to collect evidence and identify goods, elements, and objects of infringement and this does not relate to an agency but many agencies.

Mr. Le Ngoc Lam, Deputy Director General of the National Office of Intellectual Property of Vietnam stated that e-commerce has grown rapidly with the scale in Vietnam reaching $ US 4 billion. Due to the author's privilege and the almost infinite scope of the internet, together with the development of e-commerce, online infringement becomes a major challenge, making usurpation activity become widespread. Therefore, the e-commerce associated with IP needs to establish a process for administration.

The e-commerce is developing very strongly in Vietnam, however, it has many shortcomings because we still lack qualified staff. Moreover, the incomplete coordination between the competent forces and legal basis causes many difficulties and obstacles. Therefore, competent units need to have training courses on e-commerce and strengthen the coordination between enforcement forces in the prevention and fight aginst IPR infringement.
