At the meeting, Director General Nguyen Van Can was delighted to welcome the UK delegation for the visit and working withVietnam Customs.
Director General Nguyen Van Can highly appreciated the UKBF’s support in the training on targeted identification for Vietnam Customs and hopedthat this will meet requirements on improving skills and qualifications in analyzing, targeting and selecting containers of Vietnam Customs officers the same as UKBF’s officers.
Accordingly, the first training course held in June with the cooperation between Vietnam Customs and UKBF to improve the capacity for Vietnam Customs officers on risk management, information collection and analysis and targeting goods took place effectively. From now to the end of March 2020, the two authorities will organize three training courses to train 50 customs officers. This is also the basis for the plan on building two centers for targeting funded by the UK in the near future.
General Director Nguyen Van Can wished to continue receiving the support in training and equippingVietnam Customs in the future related to Cites in the fields of agricultural products, goods origin, drugs and wild animals.
Can said that in the long term, a cooperation agreement on Customs between the two Governments should be signed as a legal basis for cooperation and mutual support. Viet Nam will develop the draft agreement to submit to the UK Government and hope that the UKBF will participate in the negotiation of this Agreement.
Vietnam Customs wishes to receive experience, technology, analysis and assessment on risks. The training courses will help Vietnam Customs to have officers specialized in risk analysis,assessment and targeting, thereby, selecting goods to conduct physical inspection, especially for transport routes.
Director General Nguyen Van Can also encouraged to maintain the information exchange between the UKBF and units of Vietnam Customs to remotely prevent law violation, especially violations on cigarettes and goods stipulated in Cites.
Mr. Mark Laming thanked Vietnamese Customs leaders and said that, over time, Vietnam Customs has closely controlled goods related to Cites in transit via Vietnam.The deployment of UKBF projects will enhance mutual understanding, support trade development, strengthen trade security and boost cooperation betweenthe two governments.
Mr. Mark Laming also said that the UKBF has gathered requests from the Anti-Smuggling and Investigation Department of Vietnam Customs to considerequipment to ensure safety for crew and customs officers on the vessel such as footwear, life jackets, binoculars and GPS.
