To enhance the effectiveness of anti-smuggling, Director General Nguyen Van Can suggested enhancing the responsibility of coordinating between domestic forces and competent forces at the border. At the same time, alerting on the trade fraud situation which has appeared the import of conditional goods and transporting goods under CITES. For example, the case of illegal transportation of narcotics. The subjects transported large goods packages which were up to weights or tons of drugs via sea, road and airway instead of transporting small goods packages.
In the domestic market, the coordination between the police force and the market management is not synchronized and does not share information.
Recently, the police and customs forces detected and handled many cases of smuggling and trade fraud through the temporary import, re-export and transit.
In particular, in the first quarter, when competent forces strictly controlled the seaport route, the subjects who transited goods to Cambodia had the phenomenon of squeezing goods out and making fraudulent declarations for export.
On the other hand, when transiting goods to Cambodia and gathered at the border, it was unloaded containers, divided goods into small package for transporting to Vietnam by many roads. It cased difficulties for the Customs and Border Defense forces to prevent if they did not strengthen their domestic forces. For example, used electronics and refrigerated products are sold in the market and gathered in domestic warehouses.
Therefore, the Permanent Office needs to advise and specify the responsibilities of each force and locality.
Additionally, the work of fighting and seizure should be associated with propaganda and dissemination of legal policies, as well as raising difficulties and obstacles of the forces. From that it would be more effective and substantive.
