Draft Decree on public cars: stipulates car for senior officers at VND 920 million

A car for senior officers is priced at VND 920 million
Implementing the Law on management and use of public assets (effective from January 1st 2018), the Ministry of Finance has presided over and collaborated with other ministries, sectors and localities, to draft a Government’s Decree prescribing the standards and norms for the use of public cars.
The Draft stipulates the standards and norms for use of public cars; fix expenditure for the use of cars; the car rental services and rearrangement and handling of cars in state agencies, Party agencies and socio-political organizations funded by the state budget for operation, public non-business units, the management board of projects funded by state capital and state owned enterprises.
The draft clarifies that in terms of cars for senior officers, basically inheriting Decision No. 32/2015 / QD-TTg. These officers are arranged cars from their houses to their offices and for trips, with the price of VND 920 million per car.
At the same time, the Draft supplements the following provisions: Where as these officers voluntarily accept the allocated expenditure for traveling from their houses to their offices, ministers, heads of central agencies, provincial standing committees, provincial-level people's committees and boards of members of economic groups shall base on the actual situation, the allocation method and the number of officers accepting the allocated expenditure for consideration and decision, ensuring thrift and efficiency.
In cases where the above officers decide to accept the allocated expenditure, the regulation on expenditure allocation shall be applied. In this case, the car norms for these officers are determined as follows: 3 cars for Ministerial Office, for Central Agencies; 1 car for General Department’s officer; 1 car for People’s Committee’s Office, 1 car for provincial People’s Council’s office; 1 car for office of economic groups. These cars are priced at VND 920 million per car to serve the leadership titles and are not included in the car norm for general work as the previous draft.
Regarding cars for general work, revising down the car norms for general work of State agencies, organizations, units and enterprises; except for agencies, organizations and units located in mountainous areas, on offshore islands and areas with extremely difficult socio-economic conditions.
The Draft provides more stringent standards and norms for the use of specialized cars towards specifying the recognition criteria and procedures of norm issuance to avoid being abused in the implementation. Accordingly, the number of specialized cars will be reduced compared to current time.
Regarding cars for state reception, basically inheriting Prime Minister's Decision No. 54/2007/QD-TTg dated April 19th, 2007. Accordingly, 62 cars for state reception are handed over to the Ministry of Foreign Affairs for management in service of foreign affairs of the Party and the State.
Centralized management
Together with the changes in car standards and norms, the Draft Decree revises the management method of cars to effectively use the number of cars which are allocated.
Accordingly, the management of cars shall abide by the method of centralized management by an assigned agency, public non-business unit or public enterprises to arrange cars for officers who enjoy the privilege. If the management agency, organization or unit are headquartered outside the offices of ministries, central agencies and provincial People's Committees, ministers, heads of central agencies and chairpersons of provincial People's Committees shall consider and decide the assignment of agency, organization and unit in charge of management and use of cars
The Draft Decree extends the model of car allocation towards mandatory allocation for officers in units under the department level (such as sub-departments and centres, etc.); At the same time, stipulating flexible and convenient allocation and empowering ministries, sectors and localities to consider and decide the allocation in accordance with their actual conditions.

After the Decree is promulgated by the Government and takes effect, a quantity of redundant cars will be generated. The Draft stipulates that the redundant cars shall be handled in the form of asset handling described in the Law on Management and Use of Public Assets, including sale and liquidation. The sale or liquidation of public cars can be conducted by auction.
