Drug trafficking has signs of change in directions

The anti-drug forces in charge have always paid special attention to the prevention and combat against crimes of drug trafficking on the borderline between Vietnam and Laos. The scale of cases seized by the competent forces is also growing, with volume of drugs seized up to hundreds of cakes of heroin. Moreover, the smugglers do not operate in certain rules and often change the way of transportation, causing many difficulties for the competent forces.

Two cases of transporting 19 packs of heroin discovered and arrested by the Customs force in Nho Quan district and Gia Vien district (Ninh Binh) are examples. When the National Road No.6 (Son La-Hoa Binh-Ha Noi) was strictly controlled by the competent forces, the smugglers changed the way of transporting drugs to along the National Road 477, (Son La-Hoa Binh-Thanh Hoa-Ninh Binh) to mislead the investigation of the competent forces.

Sharing with Customs reporters, some Customs officers involved in the fight against the cases revealed that a few months ago, by gathering information and grasping the situation in the area, the Customs force had discovered that a group of people residing in Nam Dinh collaborated with some people in Mai Son (Hoa Binh) to transport drugs along the National Road 477. A large amount of drugs were transported from Moc Chau (Son La) to Mai Chau (Hoa Binh) ), then to Ninh Binh, then to Nam Dinh.

When verifying the above information, at the end of May 2018, the Northern Drug Enforcement Team (Team 5) proposed to the leaders of the Anti-Smuggling Investigation Department, General Department of Customs to approve the plan on coordinating with Ha Nam Ninh Customs Department, the Investigation Police Department on Drug-related Crimes (C47, Ministry of Public Security) and the Ninh Binh Police to prepare the fight against smuggling.

On the afternoon of 31st May 2018, more than 40 officers and soldiers of Customs and Police were mobilized to implement the plan. With professional measures, the competent forces determined that on 1st June 2018, the offenders would transport drugs along the National Road 477 through densely populated and hilly mountainous areas, this was also difficult for the competent forces. Therefore, the appointment of officers to follow the way of the offenders and arrangement of officers to guard at places to catch the offenders had been considered carefully. De bridge (crossing Boi river, connecting two districts Nho Quan and Gia Vien, Ninh Binh- PV) located in Village 1, Lac Van commune, Nho Quan district, Ninh Binh province was chosen as the place where the competent forces ambushed to catch the offenders.

About 10 pm on 1st June 2018, at the above place, the competent forces caught the offender. Team 5 has chaired and coordinated with Customs Control Team (Ha Nam Ninh Customs Department); PC47 Division of Ninh Binh Police; Division 3, C47 Department to arrest the offender Tran Dong Anh, born on 1st February1988 (residing in Giao Thien, Giao Thuy, Nam Dinh province) and seized 15 packs of heroin.

Also on the National Road 477, through information exchange, the Northern Drug Enforcement Team continued to be requested for coordination in the implementation of the NB 1805 specialized case set up by Ha Nam Ninh Customs Department. At 6:30 am on 2nd June , at Ngo Dong Village, Gia Phu Commune, Gia Vien District, Ninh Binh Province, Team 5 collaborated with the Customs Control Team under Ha Nam Ninh Customs Department and the Police of Gia Vien district, Ninh Binh province and Division 3 under C47 Department to arrest offender Dong Van Chuan born in 1980 (residing at Nhan Hau village, Nghia Thai commune, Nam Dinh province and seized 4 packs of heroin and other related documents.

At present, the two above cases have been prosecuted and further investigated by the Police force. The successful destruction of a drug trafficking line transporting large amounts, demonstrates the positive and active role of Customs force, thereby concretizing the guidance spirit of leaders of the General Department of Customs on responding to the "peak month of drug prevention in 2018" from 1st to 30th June 2018.

On 28th May 2018, Deputy General Director of Customs Nguyen Cong Binh, signed a letter to launch the "Action Month for drug prevention and combat in 2018" from 1st to 30th June 2018.

Accordingly, the Anti-Smuggling and Investigation Department is tasked to direct the drug enforcement units under Departments to strengthen and grasp the situation, closely monitor key areas and gather information on drug related-crime; to closely coordinate with the forces specialized in drug prevention and combat of the provincial / municipal Customs Departments in detecting and seizing cross-border trafficking and illegal transportation of drugs.

At 35 provincial and municipal customs departments, it is necessary to strengthen the customs control operations, efficiently use scanners and specialized equipment, sniffer dogs to inspect goods at key units and areas; to take initiative in grasping the situation, gathering information and effectively fighting the activities of cross-border drug traffickers.
