Due to impact of Covid-19, the Ministry of Finance continues pushing out policies reducing fees and costs

VCN – The Ministry of Finance has already issued three circulars on reducing fees and costs from 20 – 50% for some fields like construction, tourism and water resources until the end of 2020. This is move aims to remove difficulties for production and business, ensure social security to cope with the Covid-19 pandemic.

Circular No.34/2020/TT-BTC on reducing collection and payment rate for fees and costs in construction field to half compared to current regulations including fees for issuance of construction capacity certificate, construction practising certificate; fees for evaluation of construction project investment, fees for assessment of basic designs; and fees for assessment of technical designs and construction cost estimates.

Currently, fee collection for issuance of construction capacity certificate and construction practising certificate is from VND 300,000 and VND 1 million each. Fees collection for evaluation of construction project investment, fees for assessment of basic designs; and fees for assessment of technical designs and construction cost estimate are prescribed in percentage.

Circular No. 35/2020/TT-BTC stipulating collection and payment of fees for evaluation and issuance of business licenses for international travel service and domestic travel service; fees for assessment and issuance of tour guide cards, some business licenses.

Accordingly, the circular stipulated to reduce half of fees for the above services compared to current regulations. Specifically, new fees will be reduced from VND 750,000 – VND 1.5 million/license. Fees for the assessment and issuance of tour guide cards will be cut from VND 100,000 – VND 325,000/card.

Circular No. 36/2020/TT-BTC stipulating collection and payment of fees for evaluation and issuance of permits for water resources exploration, exploitation and use; discharge of wastewater into water sources and underground water drilling conducted by central agencies and fees of exploitation and using hydro-meteorological information and data. Some fees in the field of water resources will be reduced by 20%, the fees for exploiting hydro-meteorological data will be cut by 30% compared to current regulations. Specifically, fees for evaluation and issuance of permits for water resources exploration, exploitation and use; discharge of wastewater into water sources and underground water drilling conducted by central agencies will pay 80% of the fee as prescribed in the Fees Collection Rates issued together with Circular No. 270/2016/TT-BTC. Fees as prescribed in Circular No. 270/2016 / TT-BTC have the lowest rate of VND 3 million and highest rate VND 35.4 million/dossier.

For fees of exploitation and using hydro-meteorological information and data, it will be equal to 70% of the rate specified in the Fees Collection Rates issued together with Circular No. 197/2016/TT-BTC. The fees prescribed in Circular No. 197/2016/TT-BTC have the lowest rate from VND 5,000/mining and the highest rate is VND 720,000/exploitation.

All the above circulars will take effect from May 5, 2020 to the end of December 31, 2020. From 1 January 2021 onwards, the regulations of fees payment will be invalid.

There are many circulars of exemption and reduction of similar fees for other fields which are being researched and issued by the Ministry of Finance in the next few days.
