Durian exported to China to quarantine 2% of each shipment

The General Administration of Customs of China has just issued Notice No. 66 in 2022 on animal and plant quarantine for fresh durian imported from Vietnam.

Under the provisions of relevant laws of China and the signed Protocol between the General Department of Customs of China and the Ministry of Agriculture and Rural Development of Vietnam on phytosanitary requirements for fresh Vietnamese durian exported to China, fresh Vietnamese durians that meet the following requirements are allowed to be officially imported into China.

Specifically, the permitted place of origin is the Vietnamese durian plantation area. Plantations and packing facilities exported to China must be registered with the Ministry of Agriculture and Rural Development and approved by the General Administration of Customs of China (GACC) and the Ministry of Agriculture and Rural Development.

All planting areas registered for export to China must develop quality management and traceability systems, apply good agricultural practices (GAP) under the supervision of the Ministry of Agriculture and Rural Development and ensure conditions such as sanitation and hygiene, being away from sources of pollution, immediately removing fallen and rotten fruits.

MARD should develop a management plan for the quarantine pest of China's interest in accordance with the requirements of the International Standard on Phytosanitary Measures 6 (ISPM 6), and carry out orchard monitoring throughout the year.

The processing, packing, preserving and transporting of durians for export to China must be carried out under the quarantine supervision of the Ministry of Agriculture and Rural Development or its competent agencies.

Packers should maintain a traceability system to ensure that durian exports to China can be traced back to registered orchards, date of processing and packing, name of the orchard or registration number, export date, quantity, exporting country, container number and other information.

A representative of the Plant Protection Department (MARD) said, in terms of pre-export quarantine, the notice of the General Administration of Customs of China required the Ministry of Agriculture and Rural Development tp conduct a sampling inspection for each batch of durian exported to China at the rate of 2% per shipment. If things go smoothly, the sampling rate will drop to 1%.

If any pests, branches and leaves or soil are found to be subject to China's quarantine, the whole consignment will not be allowed to be exported.

Durian exports from the relevant orchards and packers during this export season will be also suspended depending on the situation.

MARD needs to identify the cause and take corrective action. At the same time, records of inspections are kept and made available to GACC upon request.

Consignments meeting quarantine standards will be issued a phytosanitary certificate by the Ministry of Agriculture and Rural Development, clearly stating the name or code of the orchard and packing facility.

Durian exported to China must be imported from all ports that GACC has authorized for this fruit. If unapproved consignments are found from growers or packers, the batch of durians will not be allowed to enter the country.

Similarly, if any pests that China focuses on or pests are recorded in Vietnam, or soil, plant residues, etc., the durian lot will be returned or destroyed. If it is found that it does not meet China's national food safety standards, the batch of durians will be returned or destroyed.

“Based on the evolution of the pest occurrence and containment of durian in Vietnam, the GACC will conduct a further pest risk assessment and negotiate with the Ministry of Agriculture and Rural Development to adjust the list of quarantine pests that China has concerns about and related quarantine measures," said the representative of the Plant Protection Department

The Protocol on phytosanitary requirements for durians exported from Vietnam to China took effect from 11/7. Thus, Vietnamese durian is officially exported to the Chinese market. Vietnam became the second country after Thailand to gain official market access for fresh durian, a high-value imported fruit in China.
