In order to well perform tax administration, the formulation of a database to gather full and accurate information on taxpayers and tax collection and payment plays a key role. Therefore, now, the General Department of Taxation has completed the implementation of a centralized tax management system (TMS) nationwide and put it into stable operation to support 63 tax departments and nearly 700 tax sub-departments in tax management work. In addition, the TMS has been upgraded to implement electronic tax services such as electronic tax declarations, electronic tax returns and electronic tax payments; and to supply and share tax management data for ministries and agencies such as the Ministry of Finance, the Ministry of Planning and Investment, Vietnam Social Insurance and banks with aims to meet the directions on administrative procedure reform of the Prime Minister and reducing administrative procedures for people and taxpayers.

Together with TMS, the online tax declaration system has been implemented centrally at the General Department of Taxation. Currently, the online tax declaration system supports taxpayers to fulfil most incurred declarations, additional declarations, declarations of finalization statements, financial reports, and invoice reports of tax types. Besides, the electronic tax payment service has made remarkable progress. Up to now, the connection of electronic tax between the taxation sector and 43 commercial banks has been completed, thereby increasing the percentage of enterprises registering to use the electronic tax payment service with over 547,785 enterprises who are carrying out registration with the Tax agencies. (accounting for 96.70%) and over 530,757 enterprises who completed service registration with banks (accounting for 93.69%). The total amount of electronic tax payments in 2016 was over 404,686 billion vnd and the total transactions of the electronic tax payment was 2,041,519 transactions.

Furthermore, Taxation also built and deployed a pilot system providing certified electronic invoices. The Tax agencies supported 250 enterprises to implement at two Tax departments of Hanoi and Ho Chi Minh city in the registration and release of certified electronic invoices.

To meet the requirements on deployment of new procedures and policies and revised policies in order to simplify administrative procedures and reduce the time for tax compliance under the directions of the Prime Minister, the General Department of Taxation made efforts to upgrade application systems such as: tax declaration support and online tax declarations to satisfy the Circulars of the Ministry of Finance; and the TMS and NTK_TMS application group and asset management application version 2.0.4. Therefore, the General Department of Taxation has promptly responded to the circulars and directions of the Ministry of Finance to simplify administrative procedures.

Clearly understanding the significance and importance of promoting e-government, the General Department of Taxation has made efforts to deploy electronic services nationwide. These services have been contributing to improve the business environment, enhance the national competitiveness, raising the quality and efficiency of State agencies’ operations and serve people and enterprises better and better, also effectively supporting the deepening and widening international economic integration.

According to the General Department of Taxation, in 2017, Taxation will focus on deploying electronic tax declaration and electronic tax refund services; Coordinate with relevant agencies to deploy online payment services for land tax, registration fees and individual households to boost the development of e-Government; Raise the quality and efficiency of tax agencies' operation to better serve people and enterprises; Upgrade the tax management database of the Tax agencies to build a specialized tax database; and Enhance to support taxpayers to use the online tax declaration and payment system and other services of the Tax agencies.

VCN - The Government has issued Decree No. 20/2017/ND-CP on tax management for business has related transactions.

Taxation will further upgrade and deploy centralized tax management applications and other current applications to meet the revised tax policies in 2017. At the same time, deploying and upgrading the technical infrastructure to ensure the operations of Tax agencies and information security.
