VCN- Raising its sense of responsibility and efforts to overcome difficulties in the conditions of the Covid-19 pandemic, the finance sector will focus on discovering new factors as well as eminent persons to create a spillover force andmotivation for officials, public servants and employees in the whole branch. It is also agoal towards the 5th National Financial Patriotic Emulation Congress in 2021-2025. Customs Newspaper had an exchange with Dr. Bui Tuan Minh, Acting Director of the Emulation - Reward Department, the Ministry of Finance, around this content.

The 5th Patriotic Emulation Congress of the Finance Sector is expected to take place in August 2020. What does this mean for the patriotic emulation movements of the industry in the recent period, as well as the goals in the future?

The 5th Patriotic Emulation Congress of the Financial Sector, period 2021 - 2025, is a very important political event to summariseand evaluate the results of the implementation of the patriotic emulation movements of the finance sector in 2015-2020; set goals, directions, tasks and solutions to promote patriotic emulation movements in 2021 - 2025.

The congress will commend, reward and honor heroic collectives and individuals, National Emulation Soldiers, advanced and typical exemplars of finance to continue cheering and encouraging cadres, civil servants and public employees in the sector tostrive to successfully complete all tasks, creating a new motivation to successfully implement the financial - budgetary tasks for 2016-2020 and the next stage. This is also a practical activitytowards the 75th anniversary of the Traditional Day of the Financial Sector (August 28, 1945 - August 28, 2020).

Based on the guidelines of the Ministry of Finance, the grassroots units, the General Department under the Ministry and equivalent have actively selected flexible forms and organisedadvanced typical conferences, examples of good people, good deeds, good labour, creative labor... creating the spirit and prerequisite for the successful organisationof the Patriotic Emulation Congress in the finance sector.

The grassroots units are trying hard to complete the programme and plan according to the guidance of the Ministry. General Departments under the ministry and equivalent will complete the organisationof "Emulation Congress of Eminent Persons" in the second quarter of 2020.

Along with directing conference organisersto ensure the quality and schedule of the time, the Ministry of Finance has assigned specific departments to prepare thoughtful contents for the meeting such as: propaganda work; draft report summarizing patriotic emulation movement and emulation - commendation of the finance sector in the period of 2015-2020, directions and tasks of emulation - commendation in 2021-2025; discussion paper of advanced collectives and individuals at the congress.

What do you think about the practical significance of promoting patriotic emulation movements in the industry? How does the emulation movement really work, inessence?

2020 is ayear with many important political events of the country and the finance sector such as: Party Congress at all levels, including the 25th Ministry of Finance Party Congress, towards the National Party Congress XIII and 75th Anniversary of the Traditional Day of the Financial Industry.

To set up the achievements to welcome the congress, the Ministry of Finance is focusing on directing the entire sector to unite, together overcome all difficulties, coordinate to fight the Covid-19 pandemic, accelerate the love emulation movements such as the movement "Officers, civil servants and officials of the finance sector emulate office culture in 2019-2025", "The whole country joins in building a new countryside"; "The whole country joins hands for the poor, leaving no one left behind"; "Vietnamese businesses integrate and develop.

In particular, the movement "Promoting the tradition of 75 years of construction and development, the entire financial sector has enhanced discipline, solidarity, creativity, promoted emulation to achieve comprehensive victory, exceeding the targets, financial - budget tasks in 2020 and the whole period from 2016 to 2020”.

The overall objective of the movement is: "Continue to implement tight, effective, transparent fiscal policy, coordinating synchronously and flexibly with monetary policy; strengthening discipline and budgetary discipline to continue macroeconomic stability, control inflation, support production and business and promote economic growth; implement the state budget restructuring associated with the appropriate organisationalstructure, downsisingof payrolls, renovating the public non-business sector, giving priority to spending sources to implement salary reform and social security policies; promote administrative reform, build up the integrity and action mechanism, serve the people and businesses”.

For the emulation movement to be effective, the Ministry of Finance has attached great importance to launching of emulation, registration and signing of emulation covenants while strengthening measures of direction, monitoring, urging,inspectingand summarisingemulation movements, considering emulation the driving force of development.

What will be the solution to the "new factors", the "eminent persons" are promptly honoured and rewarded to spread, create motivation for cadres, civil servants and officials?

Along with promoting patriotic emulation movements, the Ministry of Finance focuses on directing strict implementation of the Politburo's Directive No. 34-CT/TW of April 7, 2014, on continuing to renovate its work. Emulation and reward; pay attention to consolidatingand raising the quality of organisationalapparatuses for emulation and commendation work; focus on directing, guiding and propagating units to implement the emulation and commendation work; promptly grasping and handling problems arising in of emulation and commendation; closely associate performance evaluation with emulation and commendation work to motivate cadres, civil servants and public employees to strive to successfully complete their tasks.

In the coming time, the finance sector will also continue to focus on discovering the "first flags", the "new factors" and the "eminent persons" to build "bright examples" and reward to create pervasive power, motivate and determination to strive for officials, public servants and employees throughout the industry.

To overcome the difficult period due to the complicated development of the Covid-19 pandemic on a global scale, the finance sector continues to promote solidarity, creativity, and promote patriotic emulation movements, preparing the conditions for successful organisationof the 5th Patriotic Emulation Congress of the Finance Sector, making achievements to celebrate the 75th Anniversary of the Traditional Day of the Financial Sector and the Party Congress at all levels for 2021 - 2025, approaching The 13th National Party Congress.
