Finance sector focuses on disseminating law on anti-corruption

Dissemination and rotation
Deputy Chief Inspector of the Ministry of Finance Dang Ngoc Tuyen said that compared to the previous period, the anti-corruption of the Ministry of Finance in this period has changed more positively than before. The anti-corruption task has been drastically implemented; awareness of anti-corruption of finance officials, civil servants and employees has been improved. Outstanding results in anti-corruption in the first six months of 2019 of the Ministry of Finance are the initiative in leading and directing the implementation of legal provisions on anti-corruption; propaganda, dissemination and education of law on anti-corruption.
In the first six months of 2019, the Ministry of Finance's agencies organized 245 courses to disseminate laws on anti-corruption and the Party's guidelines on anti-corruption for more than 16,463 cadres, civil servants and officials.
In addition, the Ministry of Finance’s agencies have developed and strictly implemented the code of conduct and the code of professional ethics to help cadres and civil servants strictly abide by the law in performing the task of preventing corruption and negativity.
He added that in the first six months of 2019, the Ministry of Finance’s agencies inspected the implementation of the code of conduct of cadres and civil servants at 200 units. Thereby, discovering and rectifying administrative disciplines in a timely fashion; improving public service ethics of cadres and civil servants. Most officials and civil servants in the finance sector strictly abide by the code of conduct and the code of professional ethics in performing public duties and tasks without the right-minded, arrogant and troublesome attitude for the organizations, individuals and businesses involved. Also, the Ministry of Finance has rotated, mobilised and changed positions of 5,689 civil servants and officials to prevent corruption.
In addition, the Ministry of Finance’s agencies has strengthened detection and handling of corruption through inspections. The inspections have focused on key issues to support the Ministry’s management and administration.
Improving the law
In addition to the achieved results, the Ministry of Finance has also seen some problems related to the law making it difficult for anti-corruption. First, the Anti-Corruption Law (revised) No. 36 / QH14 dated November 20, 2018 was adopted at the 6th session of the 14th National Assembly and took effect from July 1, 2019. However, the documents under the law, including decrees and circulars are in the process of construction and the shortcomings of the Anti-Corruption Law have not been removed such as asset declaration and income control; the handling of heads; the rotation of working position; accountability of authorized persons is unclear. In addition, the electronic payment method is limited, the use of cash payment in society is still common, leading to difficulties in anti-corruption.
In order to raise the effectiveness of the anti-corruption campaign, overcome the weaknesses and create strong changes to prevent and repel this issue, the Ministry of Finance has directed the implementation of Resolution No. 03-NQ / BCSĐ on anti-corruption task by 2020.
In particular, implementing Prime Minister’s Directive No. 10 / CT-TTg on strengthening the handling and effective prevention of harassment and trouble for people and businesses, the Minister of Finance issued a Plan to implement Directive No. 10 / CT-TTg to all subordinate units. The Minister requested the heads of agencies, organizations and units of the Ministry of Finance to actively implement the tasks and solutions assigned in this plan, ensuring quality and efficiency; the heads will be sanctioned for their lack of responsibility in letting their staff harass and trouble people and businesses.
The Ministry of Finance has strengthened coordination with the Government Inspectorate in developing a Government decree detailing a number of articles and measures to implement the anti-corruption law and a Government decree on asset and income control. At the same time, the Ministry of Finance will continue to review, amend, supplement, complete mechanisms and policies on financial management to ensure publicity and transparency, meeting the requirements of combating corruption and waste, especially norms, standards and regimes on the management and use of state budget and land.

The Ministry of Finance has always focused on inspecting and examining the compliance with law on thrifty practice, anti-waste and anti-corruption; promoting the inspection and control of the performance of public duties and tasks, the implementation of the code of conducts, the code of professional ethnics of officials, party members, civil servants and employees under its management to detect and strictly handle the situation of "minor corruption".
