Stable connection with National E-document Exchange Platform

By the end of April, the total number of administrative procedures managed by the Ministry of Finance was 938, of which online public services at level 4 accounted for 332 procedures, level 3 210 procedures, level 2 297 procedures and level 1 99 procedures.

The Ministry of Finance has completed the integration, sharing and connection of some online public services at level 4 on the National Public Service Portal. The single window section at the Ministry of Finance continues to operate stably. As of April 25, it has received 294 administrative procedures in insurance, accounting - auditing, information technology and price. Of which,109 dossiers of individuals and organizations have been solved and returned, 104 dossiers are in processing and there are no dossiers subject to overdue settlement.

In tandem with promoting administrative procedure reforms towards creating favourable conditions for people and businesses, the Ministry of Finance also strengthens administrative modernization and application of information technology in fields under its jurisdiction.

The Ministry of Finance continues to operate and connect with the National E-document Exchange Platform, ensuring efficiency. From the beginning, the Ministry of Finance has received 35,339 e-documents from the platform and sent 5,883 e-documents to the platform.

Maximum facilitation

Not only at ministerial level, but vertical units under the finance sector have also made great efforts in this task.

In the field of taxation, electronic tax declaration system has been launched in all 63 provinces and cities and all subordinate tax branches. As of April 17, more than 767,000 businesses participated in using electronic tax declaration services, accounting for 99.9% of operating businesses. The number of electronic tax records that tax authorities have received from January 1to April 17 reached nearly 5.6 million records.

The number of businesses registering for e-payment with tax agencies was more than 766,000, reaching 99.8%. From January 1 to April 17, there were nearly 1.4 million electronic tax payment transactions with the amount of more than VND 206,000 billion and nearly US$13 million.

The total number of businesses participating in electronic tax refund in the first four months (as of April 17) was 4,100, or 96.88%. The number of received records was 6,585 out of a total of 6,750 records, hitting 97.56%. The total number of tax refund records that have been solved by the system was 4,645 with a total refunded amount of more than VND 27,433 billion.

The Taxation Department also support enterprises participating in the pilot use of e-invoice with identification codes of tax authorities in Hanoi, Ho Chi Minh City and Da Nang City. From September, 2015 to April 17, 2020, 255 enterprises participated in pilot use of the e-invoice system with identification codes of tax authorities; more than 446,000 invoices issued codes, the total revenue on issued invoices with codes was more than VND 10,721 billion andtax on the issued invoices was in excess of VND 941 billion.

In the field of Customs, the Ministry of Finance has worked with other ministries and agencies to complete the implementation of new 71 administrative procedures on the National Single Window in 2020. As of April 15, 2020, 13 ministries and agencies joined in the connection; 198 administrative procedures were updated to the National Single Window with the total number of administrative records processed on the National Single Window portal of more than 3 million sets and some 36,000 participating enterprises. Of which, in April, 10 administrative procedures under the jurisdiction of the Department of Animal Health and Plant Protection Department - Ministry of Agriculture and Rural Development were connected to the National Single Window.

At the same time, the Ministry of Finance is ready to operate the National Single Window System and automated system for management and supervision of imports, exports and transit at Noi Bai International Airport, Hanoi and launch the ASEAN Single Window, continuing to exchange e-certificates of origin form D (e-C / O form D) with eight countries.

The Ministry of Finance has also asked the Prime Minister to issue Decision No. 431 / QD-TTg dated March 27, 2020 approving the project on management of e-commerce activities for imports and exports" to build a system to receive and handle information related to imports and exports under e-commerce transactions on the basis of the National Single Window, ASEAN Single Window, creating favourable conditions in transaction control, speeding the clearance of goods due to availability of databases.
