Finance sector: Repelling corruption and negativity through inspection and examination

Promptly report on the results of asset transparency and income declaration in 2017 and send it to the Government Inspectorate and the Central Internal Affairs Committee according to regulations.

Rotate and mobilize 7,889 people

According to Mr. Tran Huy Truong - Deputy Chief Inspector of the Ministry of Finance, in 2018, the Finance sector organized 470 training courses, thoroughly grasping the Party's guidelines and the law on anti-corruption for more than 27,785 cadres, civil servants and officials.

In 2018, the Minister of Finance signed the Directive No. 05 / CT-BTC on improving the effectiveness of management and thrift practice in organizing foreign business delegations. The agencies and units of the Ministry of Finance have reviewed, amended and supplemented internal regulations to improve the effectiveness of management of funds and assets, performing tasks and contributing to prevention of corruption. At the same time, the Ministry of Finance issued a document directing units under the Ministry to implement anti-corruption work, waste and reporting on the use of public assets, giving and receiving gifts in contravention of regulations in Tet holiday, to summarize and send to the Government Inspectorate.

According to Mr. Truong, in the past year, the Ministry of Finance has examined the implementation of the code of conduct of cadres and civil servants at 422 units. The inspection results have contributed to timely discovering and rectifying administrative discipline, improving public service ethics of cadres and civil servants. And in order to prevent corruption, the whole sector from the central to local levels has rotated, transferred, and changed positions for 7,889 people, of which the General Department of Customs had 2,353 people; General Department of Taxation 4,819 people; State Treasury 676 people; The General Department of State Reserves 41 people. For the whole year of 2018, the responsibility of the head of the agency, organization handled 8 cases, with administrative disciplines handled for 1,546 civil servants. Specifically, reviewing the experience of 1,482 people, reprimanding 30 people, warning 24 people, removing 1 person and forcing 9 people to quit. Cases where errors or violations are detected through inspection, examination and settlement of complaints and denunciations ... shall be handled in accordance with law provisions.

Handling institutional inadequacies

Although there are many positive results, in fact, some problems, shortcomings and limitations in anti-corruption work have arisen. That is in practice, a number of legal provisions have revealed limitations and obstacles in asset declaration and income control; handling head responsibilities; changing position; accountability of persons with positions and powers; asset recovery in corruption cases. Moreover, the method of electronic payment is limited because the use of cash in society is still common, leading to difficult and limited prevention and control of corruption.

In order to overcome the above limitations and effectively implement anti-corruption work in the coming time, the Ministry of Finance will continue to effectively implement income control and regulations on declaration and publicity of assets income, explanation of unexpected income; verifying, clarifying and promptly dealing with cadres and civil servants who commit acts of corruption and negative acts. Promptly report on the results of asset transparency and income declaration in 2017 and send it to the Government Inspectorate and the Central Internal Affairs Committee according to regulations.

Also, the Ministry will review and propose to competent authorities amendments and supplements to legal documents on socio-economic management relating to the fields and functions of State management tasks of the Ministry of Finance, especially in areas where corruption is likely to occur such as: management and use of land, natural resources and minerals; equitization of state-owned enterprises; banks; capital construction investment; education, medical,...

Inspectors of the Ministry of Finance will review, amend, supplement and improve mechanisms and policies on financial and state budget management to ensure strict, public transparency, for meeting the requirements of anti-corruption and waste, especially norms, criteria and regimes on the management and use of the state budget, for land, working offices, public service houses and financial enterprises ...; continue to promote administrative reform, improve the business environment, improve national competitiveness, expand the application of information technology, electronics in the field of tax and customs to maximize convenience, reducing the time and cost of administrative transactions for businesses.

In order to improve the capacity of anti-corruption activities, contributing to the detection and timely prevention of corruption and wasteful acts, internal "self-evolutions" and "self-transformation" are phrases from the Ministry of Finance that accurately express the strengthening of training and retraining of cadres, civil servants and public servants to work as advisers to the party committees, party organizations, heads of agencies, organizations and units in anti-corruption work, and directly perform the task of detecting and handling corruption cases.
