In 2019, with the participation of both the political system and the active participation of the people, the prevention of drugs, HIV/AIDS and prostitution achieved important results: the number of people newly-infected with HIV, number of cases turning to AIDS and number of deaths caused by AIDS continued to decrease; many big drug lines have been destroyed, seizing the largest amount of drugs ever; reducing complicated points, gathering points, and gradually changing the situation in some drug "hot spots".
However, crime and drug gangs continue to be complicated and have not effectively prevented the illegal trading and transportation of narcotics across the border; the number of drug addicts still increased; awareness and views on prostitution prevention and control have not been consistent; there still exist some criminal gathering places and gangs that organise prostitution activities.
Deputy Prime Minister Vu Duc Dam requested ministries, agencies and localities to strengthen the communication, inter-agency coordination and mobilisation of resources to effectively implement the work programme of 2020 of the National Committee for Prevention and Control of AIDS, Drugs and Prostitution.
Regarding drug prevention, the Deputy Prime Minister requested the Ministries of Public Security, National Defence and Finance to direct competent forces to strengthen coordination, continue to perform the basic professional tasks, grasp the situation, build a professional network in key routes and areas, especially the Northwest, Northeast, North Central and Southwest routes, as well as air routes and sea routes.
Coordinating with the authorities of China, Laos, and Cambodia to deploy attacks and drug suppression. To focus on fighting and destroying big inter-provincial and transnational drug lines; establishments manufacturing synthetic drugs, points, places of trading, and organising illegal use of narcotic substances.
The Ministries of Public Security, Finance, Industry and Trade, Health, Agriculture and Rural Development and the concerned ministries and sectors continued directing to strengthen management and control of precursors and addictive medicines in both import-export and production and business; promptly prevent criminals from taking advantage of domestic drug production.
The People's Committees of the provinces and cities, especially the border provinces, should continue to effectively implement programmes and agreements on drug prevention; focusing on the field of fighting against trafficking, illegal transportation of drug across borders and communicating on drug prevention and fight in the border areas; direct and strengthen the management of activities of dancing halls, motels and bars, so as not to allow subjects to take advantage of organising to illegally use narcotics.
