For the first time: No more outstanding documents by the Government

The Head of the Working Group of the Prime Minister stressed that it was the first time the Government had no outstanding documents guiding the implementation of laws and ordinances. In particular, there are only 7 documents to be issued prior October 15th 2016.

uring the Government's ongoing regular meeting in September, at 4-10 am, Minister Mai Tiến Dũng, Chairman of the Office of Government, Head of the Working Group of the Prime Minister, reported the results of the implementation of tasks assigned by the government to ministries, agencies and localities in the first 9 months of 2016.

Sharp decrease of overdue assigned tasks

Accordingly, by September 30th, the Government and the Prime Minister assigned 6,846 tasks for agencies and localities, of which 3,332 missions have been completed. Out of 3,514 unfinished tasks, 148 were overdue and unfinished.

With the establishment of the Prime Minister's Task Force and the inspections in a number of ministries, agencies and localities, soon after Prime Minister Nguyễn Xuân Phúc requested ministries, agencies and localities to conduct internal reviews, supervision and inspection, the implementation of tasks set by the Government and the Prime Minister, had clearly improved. So far, the completed mission has increased by 45% compared with the previous month, an increase of 14% year on year; unrealized overdue tasks account for only 4.2% (down 5% from the previous month and down 14% year on year).

Most of the ministries, agencies and localities have actively reviewed, promoted and conducted internal inspections in implementing their assigned tasks in accordance with the request of the Prime Ministerial directive. "This shows that direct and significant efficiency in the operation of the Working Group of the Prime Minister, not only in the inspected offices but also in most ministries, agencies and localities, has resulted in positive changes ", said Minister Mai Tien Dung.

The working group also highlighted the results of inspections in September including achievements and limitations in some agencies such as: the Office of Government, the Government Inspectorate, the People's Committee of Hanoi, and Vietnam Electricity.

In particular, the test results showed that the Office of Government, and the advisory work of the Office of the Government has achieved many positive results. Until now, the Work Force has advised and verified the issuance of 90 documents detailing laws and ordinances, of which only 7 existing documents must be issued prior to October 15th. This is the first time the Government has not been behind in its guidelines.

Implement immediately a number of tasks

Based on the test results, the working group proposed to the Government to direct ministries, agencies, and localities to immediately implement assigned tasks.

Specifically, the Prime Minister tasked ministries, agencies and localities to base on sufficient legal framework and assigned competence to ensure the feasibility of the implementation of tasks and not to push so many obstacles on the government. During the verification process, the Office of the Government will express clear opinions as well as higher criticism in order to maximum the coordinating role for ministries, agencies and localities, especially with issues which have not been unified among ministries and localities.

The Prime Minister asked the Government Inspectorate to further promote accountability of the head of the unit in the performance of duties delivered by the Government and the Prime Minister and to raise awareness and responsibility of enforced officers. Besides, the Government Inspectorate should focus on the prevention and control of corruption; review and research to perfect inspection institutions; settle complaints and denunciations, etc. It is high time to direct the relevant departments to implement the overdue assigned tasks as committed to the inspection team.

The People’s Committee of Hanoi should urgently complete the overall demolition plan and propose more determined and absolute measures in dealing with shortcomings in the 8B Lê Trực project; punish and seize all disguised wounded soldiers’ vehicles or those taking advantage of wounded soldiers to use homemade tricycles; prevent vehicles with bulky cargo, a major cause of traffic accidents; strictly implement the provisions of Classification means and routes, and distribution at specific hours for each type of vehicle circulating in the city, especially trucks, and trucks carrying construction materials…

Vietnam Electricity should focus on restructuring the Group in accordance with the approved scheme and targets at building smart grids under Resolution 36a/NQ-CP of the Government dated 14-10-2015 on building e-government.

PM calls for scaling up the Task Force

The Prime Minister asked ministries and localities to raise awareness of the role of the Working Group authorized by the Prime Minister in the examination of common work. The working group will constantly and repeatedly inspect in many places. Therefore, ministries and localities may establish internal working groups to examine the implementation of the conclusions of Ministers, and the Chairman and deal with non-serious cases in order to tighten the disciplines and ensure the target: “slogan in parallel with action”.

The Prime Minister agreed with the recommendations of the Task Force and requested the Office of Government, the Government Inspectorate, the People’s Committee of Hanoi, and Vietnam Electricity to strictly comply with this recommendation.

"Although some localities have not followed strictly the instructions, the cases relating to people’s rights must be implemented seriously and satisfactorily", the Prime Minister stressed.

In conclusion, the previous stagnation and delay in issuance of documents detailing laws and ordinances has been fixed. However, the Prime Minister asked ministries to continue reviewing and also issuing the remaining circulars as soon as possible. In particular, the Ministries of Finance, Information and Communications, Health, Defense, Natural Resources and Environment, Agriculture and Rural Development must urgently finish 7 documents guiding the implementation of laws and ordinances and submit to the Government before October 15th. Especially, documents taking effects from 1-1-2017 must be submitted to the Government before November 15th.
