Guiding handling of luggage of passengers on entry from Covid-19 epidemic areas

Earlier, on March 16, 2020, Deputy Prime Minister Vu Duc Dam gave instructions regarding entry procedures for passengers coming from or transiting throughCovid-19 epidemic areas.
Specifically, according to the General Department of Customs, for luggage of foreign entry passengers, the procedures, supervision and channel classificationof their luggage are according to the current regulations.
For luggage of Vietnamese entry passengers, luggage is not taken to the terminal areas but after leaving the aircraft on arrival, the entry passengers will get on the army's means of transport to isolation areas designated by the health agency. Their luggage will be sent on the same trip after being scanned. If there is a basis to identify that the luggage contains goods in excess of the prescribed duty-free quota, they will sealed and delivered to the transport agency for storage, and the owners of the luggage shall be notified and guided by contacting customs authority for customs procedures after the isolation period.
In case of suspicion of luggage on the list of goods banned from import, the luggage shall be suspended from import and sealed and handed overthe transport agency for storage. After the isolation period, they will be inspected and handled.
According to the General Department of Customs, for the case of luggage of the subjects under the specialized cases of the police agency, it is suggested that the police agency propose appropriate solutions.
If the luggage is not in the above cases, the customs authority shall make a record to hand over luggage to the transport agency to send to passengers.
For hand luggage, customs officers are arranged to supervise the luggage at the area where the aircraft on entry stops. The luggage shall be supervised and classified according to current regulations.
If luggage is subject to customs declaration, they shall be sealed and handed over to the transport agency for storage. The owners shall be notified and guided for contacting with customs authority for customs procedures after the isolation period.
If detecting suspicions of entry passengers carrying goods in excess of prescribed duty-free quotawithout customs declaration; orsuspicions of luggage on the list of goods banned from import, or belonging tosubjects in specialized cases of police, the Customs authority shall suspend the import, seal that luggage and hand it over the transport agency to bring it to the screening area for inspection, if there is no violation, the luggage shall be handed over the transport agency to send to their owners.
If there is a basis to identify violations, luggage shall be sealed and handed over to the transport agency for storage. After the isolation period, they will be inspected and handled according to regulations.
If passengers on entry are subjects in special cases of the police agency, the police agency shall be requested to propose solutions.

In addition, the General Department of Customs also directs municipal and provincial Customs Departments to arrange officers to ensure the quick supervision and settlement of luggage procedures; have plans to ensure safety and avoid coronavirus infection at duty areas.
