Ha Noi: Expenditure packages for public cars in large scale can save 50 billion vnd per year

VCN- As previously reported, from March 1, 2017, the People’s Committee of Hanoi City will officially apply the pilot expenditure package for public cars for leader positions in 9 departments and sectors and districts. According to Mr. Mai Xuan Vinh, the Head of Public Property Management under the Hanoi Department of Finance, if the pilot plan is successful and widely deployed in the City, it is estimated to save about 50 billion vnd per year.

According to the Decision of the People’s Committee of Hanoi City, the subjects of pilot application include senior officers who have privilege to use public car for public work in agencies and units under the City’s management and Vice Chairmen of People’s Councils and the People’s Committees of the pilot districts.

For the expenditure package method, Mr. Mai Xuan Vinh said, each agency and unit implementing the pilot plan can choose one of two expenditure package methods as below:

The first method is the maximum expenditure package of 9.3 million vnd/person/month depending on the work requirement of each position. The second method is the expenditure package on the basis of actual distance of monthly business of each position multiplied with package unit price of 13,000 vnd/ km.

For the second method, in order to closely implement the expenditure package and ensure the savings, the People’s Committee of Hanoi City regulated that the positions who go for business must be certified by the chief of office of that agency on departure and destination and work and then collect certified documents and submit them to the State Treasury for payment.

Besides, when the agencies and units implement the pilot expenditure package for public cars, all automobiles for public work which are managed by these agencies and units will be retrieved to arrange and handle in accordance with the provisions.

In fact, Hanoi was the first city in the country to implement the expenditure package for public cars, so from the second quarter of 2016, the Hanoi Department of Finance built the plan and the mechanisms of the expenditure package and gather comments from departments and sectors and districts to issue the best expenditure package method .

For driver teams in agencies, Mr. Vinh said that the People’s Committee of Hanoi City requires that the units which receive cars, must receive a driver when transferring the cars. If car was liquidated, the agencies and units must arrange appropriate jobs for redundant drivers.

According to calculations by the Hanoi Department of Finance, during the pilot, it is estimated that Hanoi will save over 4 billion vnd per year for the State budget. This fund is in the annual expenditure norms of each unit which is allocated from the beginning of the year. After the pilot, if this expenditure package is deployed in a large scale in the city, it is estimated to save about 50 billion vnd.

In order to successfully deploy the pilot plan of expenditure package, the Hanoi People's Committee requires s units to implement the plan of expenditure package for public cars publicly and transparently and efficiently.

Concurrently, the units need to issue documents to implement as well as pay expenditure packages from budgets which are annually allocated for agencies and units under the current regulations. Collaboration with the Department of Finance to review the available cars in agencies and units to handle and arrange as per the provisions.
