Hai Phong Customs continues to posecute a criminal case under specialized project HP002

Used air conditioners which were under the list of goods banned from import, were seized by Hai Phong Customs in the specialized project HP002.

On October 1, according to Customs Enforcement Unit (Hai Phong Customs Department), the case has been prosecuted relating to Minh Ha IMEX Co., Ltd (Hai Phong). The case is under the specalised project HP002 chaired by Customs Enforcement Unit.

Specifically, on June 21 and 25, the Customs Enforcement Unit inspected three shipments. The consignees showed in the bill of lading was Minh Ha IMEX Co., Ltd (Hai Phong).

The inspection showed the goods were used household appliances including hod and cold water dispenser, photocopier, amplifier, refrigerator, air-conditioning unit, condensing unit and indoor unit of air conditioner, washing machines, watches, motorcycles, dehumidifiers andair purifiers, which were on the list of goods prohibited from import.

In addition, there were also some items of ensure milk, beer and shower gel with total value of exhibits was nearly 1.4 billionVND.

Facing a serious and complicated case with high-value infringing goods, involving many domestic and foreign individuals and signs of illegal transport of goods across borders, the Customs Enforcement Unit expended the investigation and completed a dossier to submit to the leader of Hai Phong Customs Department for signing a decision for prosecution.

Regarding specialised project HP002, the leader of the Customs Enforcement Unit said the project aimed at fighting smuggling and illegal transport of goods on the list of goods banned from import to Hai Phong port. At the same time, identify the subjects and group of smugglers, struggle to clarify the methods, tricks, properties, consequences and acts of trading, illegally transporting goods across borders.

After the specialised project was approved, with the close guidance of the department's leaders, the Customs Enforcement worked with the border gate customs branches where goods were stored and the Risk Management Division actively implementedprofessional measures and handled violated shipments. In particular, there were prosecutions of two criminal cases which occured in July and August.

On July 16, 2019, the leader of Hai Phong Customs Department issued Decision No. 1603/QD-HQHP to prosecute a criminal case of illegal transport of goods across the border at Hai Phong port to conduct the investigation as prescribed.

This case involved four imported consignments which received by Tancate Logistics Co., Ltd (Hanoi) as consignees in the bill of lading. Of that, one shipment was opened for declaration by the enterprise on March 26, 2019 at Coc Nam Customs Branch (Lang Son Customs Department) in order to put goods into Dat Phat bonded warehouse (Lang Son).

Next, on August 20, 2019, the leader of Hai Phong Customs Department issued Decision No. 1806/QD-HQHP to prosecute a criminal case of illegal transport of goods across the border via Hai Phong port and transfer all case dossiers to the Investigation Police of Hai Phong City Police. The case related to Van Don International Goods Services Co., Ltd. (Hanoi) which was the consignee of the shipment in bill of lading.

Thus, up to now, in the process of implementing Specialised Project HP002, Hai Phong Customs Department has issued three decisions to prosecute criminal cases on "Illegal transport of goods across borders" occured in Hai Phong port area.
