Hai Phong port: Does enterprise stop to import automobiles for waiting tax reduction?

VCN – From the import volume of hundreds to thousands of cars per month, currently, Hai Phong port area has signs of stopping import for waiting for tax reduction from 1/1/2018, especially this is happening in the Customs Branch with the largest number of imported automobiles in this area.

In the area of Hai Phong port, Hai Phong port area 1 Customs Branch seems to be the unit has the largest number of imported automobiles opened declarations. The reason is that the Customs Branch settled customs procedures for special purpose ship RoRo which transports imported automobiles to Hai Phong port with the volume of twice a month.

On 29/11, discussion with Customs News’s reporter, Manager of Hai Phong port area 1 Customs Branch (Hai Phong Customs Department) Nguyen Thi Thu Hien said that the previous months, the branch collected the amount of tax approximately one trillion vnd from importing completed automobiles. However, from October till now, the import of this item tends to go down significantly so the unit only collects 100 billion of tax from the automobile.

"In November, this item has temporarily stopped importing at the Branch. And expected in December, enterprises have not completed the procedures yet to wait for the reduction of import tax from 1/1/2018, "- Manager Nguyen Thi Thu Hien said.

In a related event, according to statistics of the General Department of Vietnam Customs, the number of imported completed cars is declining recently, especially cars under 9 seats.

Specifically, as the latest information in the first half of November, the country only imported 325 cars under 9 seats, about one fifth compared to the average rate in the first 10 months.

In particular, the downward trend in the number of imports appeared in September and October. In that, only 908 automobiles under 9 seats were imported in September while it dropped to 878 automobiles in October.

As of 15/11, the country imported 80,761 completed cars of all types, the total turnover of nearly $US 1.8 billion. In particular, the car under 9 seats was 34,759 units, the total turnover reached nearly $US 634 million.

Cars import from Thailand, Indonesia accounted for 58.2% of the market share

Under the Preferential Import Tariff Schedule for implementing ASEAN Trade in Goods Agreement (ATIGA), the import duty of completed automobiles will be reduced to 0%. At present, the ASEAN region is also the market supplying the largest number of cars for Vietnam which are mainly Thailand and Indonesia. Thailand and Indonesia are also sharing two leading positions in the market share of supplying automobiles for Vietnam. According to the latest information from the General Department of Vietnam Customs, by the end of October, total imported automobiles from Thailand was 28,889 units, from Indonesia was 16,120 units, only two countries are accounted for 58.2% total volume of imported cars of the whole country.
