Hanoi announce the budget allocation principle in 2018

Regarding developing appropriation and budget allocation in 2018, Hanoi People's Council requested Department of Finance to ensure the principle of balancing revenues and expenditures; the budget allocation plan must be in line with the budget revenue of the city that is enjoyed from graduation
Hanoi People's Council also requests the estimates plan in 2018 has to ensure the effectiveness, saving and avoiding waste right from the stage of budgeting. Collecting comprehensively all revenue sources arising in the localities, ensure the correctness and adequacy of revenue, tax type, and collection domain. In particular, paying attention to the collection of land revenue, the re-arrangement, and disposal of state-owned houses and land (after deducting expenditure) in the estimate budget collection.
Furthermore, the People's Council requested that, the budget allocations have to ensure the effectiveness of budget expenditure, promote sustainable economic growth, in that, arrange estimate for regulating expenditure in order to fully implement the regimes and policies, especially the social security and salary regimes for officials and civil servants; Capital construction expenditures must be concentrated on raising the efficiency of investment capital; At the same time, the expenditure estimates must be in line with the nature of the funding source and thoroughly save.
The estimate for expenditure in 2018 will be allocated to units and level of authority based on revenue decentralization, expenditure tasks and budget allocation norms of the city in the period of 2017-2020, appropriate with the actual situation and the balanced budget of the city. Arranging capital for development investment expenditures in order to comply with the provisions of the Public Investment Law and ensure harmony between rural and urban areas.
Additionally, arranging capital for paying the debt of mobilized capital according to the State Budget Law; Payables or reimbursement of the following year's budget estimates according to regulations (if any).
Allocating budget at city-level by hub and detail field from the beginning of the year, limit maximum centralized administration. To allocate funds to concentrate on the land measurement and registration, to set up a database on land administration and to issue certificates of land use right at the request of the Prime Minister. No budget allocation for expenditures that have not been approved by the City People's Council on the expenditure regime.
The City People's Council also asked not to allocate to the program that does not have plans for implementation approved by competent authorities. To use all revenue that collected from the lottery for development investment, with priority given to investment in education and training, healthcare, national target programs for new rural areas, project to respond to climate change and other social welfare projects in accordance with the regulation of competent authority.
For reclamation project, the level of budgets of the city shall support finance in accordance with budget capacity, with a specific project portfolio, in that prioritizes the allocation of funds to the tasks which are under the responsibility of the city when considering the other support content.
For the financial funds: allocating budget for the reimbursement in accordance with regulation; allocate additional capital to the funds with high debt ratio and operate effectively; No operating funds shall be provided under the provisions of the State Budget Law.
