Hanoi Tax Department patient and flexible in debt management
Tax officers guide procedures for taxpayers |
Director of the Hanoi Tax Department Mai Son said in 2021, Vietnam has been facing complicated developments of the Covid-19 pandemic. This has made difficulties for production and business activities of enterprises and put pressure on budget collection and collection of outstanding debts in Hanoi.
Therefore, to support and remove difficulties for taxpayers, the leader of Hanoi Tax Department affirmed that patience, flexibility and creativity for tax debt management and enforcement are needed for this period but the determination and decisiveness is also a must to reach the budget targets assigned by the Ministry of Finance, the General Department of Taxation and the city.
Hanoi tax officials have requested subordinate units to focus on analysing specific causes, actively contributing ideas and introducing solutions to collect tax debts in each area and from each debtor.
However, the debt management by the department has revealed many shortcomings as some units have not yet urgently and promptly collect tax debts to the State budget and have not taken all coercive measures for debts over 90 days, so the tax debt collection has not been effective.
For bad debts, debt freezing under the Law on Tax Administration 38/2019/QH14 has been ineffective. The settlement of pending debts has been improved, but it has not achieved high results, most of the pending debts have lasted for many years and have not been resolved completely.
Therefore, Mr. Mai Son requested tax offices and branches to focus on effectively implementing solutions for debt collection in the remaining five months of 2021 to reduce debts and collect designated debts.
It is necessary to monitor data from tax declaration to tax payment, and forecast debts which are likely to increase to urge tax debtors to pay and prevent new debts. In addition, it is necessary to supervise and control tax offices and branches where new tax debts arise, especially following the extended debts that will come to their due date under Decree 52/2021 of the Government to have timely solutions.
Hanoi Tax Department will also continue to remove difficulties and obstacles for taxpayers according to the Government's support packages and policies on gradual tax debt payment, extending tax payment deadline, and issuing retail invoices and not collecting late payment fees, etc.
In addition, the department will classify debtors to urge and enforce them according to regulations.
The department will work closely with other departments, agencies and sectors of the city in urging and recovering outstanding debts. Especially, working with the Department of Natural Resources and Environment, the Department of Finance, the Department of Planning and Architecture, the Department of Construction, the Department of Planning and Investment to solve land-related-problems; working with police agencies in verifying projects that show signs of delay and have sold goods or collected money but failed to fulfil their obligations to the state budget.
The Hanoi Tax Department will develop a plan to invite taxpayers to the Tax office or advise the City People's Committee to work with businesses that have problems, or businesses that delay tax payment and owe big debts after social distancing ends.

Continue to implement debt freezing and cancellation according to Resolution 94/2019 of the National Assembly; Law on Tax Administration 38/2019/QH14 dated June 13, 2019, to reach the target of debt freezing and cancellation assigned by the Ministry of Finance and the General Department of Taxation.
