Hanoi Tax Department: Tightening tax administration of e-commerce and sales of digital content products

Budget revenue exceeds 2.8% of the estimate

On January 9, Hanoi Tax Department held a conference to review tax work in 2020 and tasks and solutions for2021.

According to Mai Son, Director of the Hanoi Tax Department, the total state budget revenue in 2020 in the city managed by the tax industry is VND267,585 billion. This figurereached 102.8% of the assigned estimate, an increase of 6.6% compared to the implementation in 2019 with nine out of 18 revenues, the collection sector had positive results. The results of 2020 contribute significantly to the completion of the budget revenue estimate for the 2016-2020 term of the Hanoi Tax Department.

"In addition to many factors, there are also the top three most important factors that helped the Hanoi Tax Department fulfill its tasks. Firstly, the attention, close direction and specific orientation of the Ministry of Finance. The General Department of Taxation is responsible for revenue collection. Secondly, efforts to overcome difficulties of the business community and taxpayers on the basis of policies and guidelines to support businesses and helpsolve difficulties. Thirdly, the solidarity, unanimity and efforts to implement tax administration solutions set out at the beginning of the year and regularly adjust due to thepandemic, production and business activities in the area," Mai Son said.

Amid the Covid-19 pandemic, the effort to successfully realize the goals and tasks of taxation in 2021 of the capital tax industry isof important significance, creating a solid foundation for the realization of the national development strategic goals and orientations in general and the capital city in particular overthe next 5 and 10 years.

Therefore, in 2021, the Department of Taxation has set out the key task, which is the correct, full and timely collection of revenues tothe state budget, striving to complete the assigned state budget revenue estimate in 2021.

This unit will focus on solutions to nurture revenue sources and expand the revenue base. At the same time, drastically and synchronously implement solutions to remove difficulties, maximize support for enterprises, stabilize taxpayers, develop production and business, and create sustainable revenue sources for the state budget.

Mr. Mai Son also said that in 2021, the Hanoi Tax Department will renew and complete the implementation to improve the effectiveness and efficiency of inspection and control against revenue loss and erosion of the tax base. The Tax Department also aims to promptly urge outstanding debts, striving for the debt ratio not to exceed 5% of the total state budget revenue.

Focus on inspecting and examining enterprises with high tax risks

General Director of Taxation Cao Anh Tuan said Hanoi is the second largest area in the country in terms of both economic scale and budget revenue (revenue accounts for nearly 21% of the national revenue).

In 2020 the Hanoi Tax Department has collected VND267,585 billion, equal to 102.8% of the estimate, an increase of 6.6% over the same period in 2019. This is an outstanding achievement in the work of budget collection in the context of the Covid-19 pandemic having a serious impact on the socio-economic development situation of the country.

"This achievement is the result of the coordination of leadership and direction of the Party Committees at all levels, the city government together with the close and active coordination of departments and branches in the locality to solve difficulties and problems regarding mechanisms and policies for land projects, promoting land auctions, granting land use rights, contributing to increasing land revenues," Cao Anh Tuan said.

Director General Cao Anh Tuan said that the State budget revenue task in 2021 is assigned by the National Assembly and the Government to the city. Hanoi is VND216,921 billion, including: revenue from crude oil is VND1,250 billion anddomestic revenue was VND215,671 billion. In which, the domestic revenue excluding land use fees, lottery, dividends and remaining profit is VND189,611 billion.

Therefore, in the future, Hanoi Tax Department should continue to promote tax administration reform and modernization, simplify tax procedures, and improve the quality of tax declaration, payment and refund services, includingelectronic taxes, electronic invoices to maximum support for businesses and people in fulfilling tax obligations.

In addition, it is necessary to strengthen inspection at tax offices to facilitate taxpayers; focusing on inspection and examination in advance for enterprises with high tax risks, not allowing enterprises to take advantage of the State's support guidelines to violate the law.

At the same time, it is necessary to drastically implement the management of debt collection and enforcement of tax debts, successfully implement the Resolution of the National Assembly on tax debt settlement, reduce the outstanding debt ratio to below 5% of total state budget revenue.

Director General Cao Anh Tuan also emphasized that the Hanoi Tax Department should promote the implementation of strengthening tax administration, preventing loss of state budget revenue for individuals trading in e-commerce, manufacturing, products and digital content according to the existing database.
