Large-scale logistics center of the country

According to the People's Committee of Ho Chi Minh City, the city will implement a master plan to develop the logistics industry in the area to promote its role as the largest goods distribution center in the South, the import-export gateway in the South and the whole country.

In particular, Ho Chi Minh City focuses on developing professional service providers, forming a core group of businesses, capable of leading the logistics service market in the South and the whole country.

According to the plan, Ho Chi Minh City sets a target that by 2025; the growth rate of logistics service revenue of Ho Chi Minh City enterprises will reach 15% and by 2030 20%. By 2025, the contribution of logistics to Ho Chi Minh City's GRDP will reach 10% and by 2030 it will reach 12%.

Ho Chi Minh City aims to build eight large-scale logistics centers divided into three groups. In which, group 1 includes three centers.

In 2021, to complete the bidding to call for investment in the Logistics Center of the Hi-Tech Park on an area of 5-6 hectares, the cargo clearance capacity in the 2021-2025 period is 150,000 tons; the period 2026-2030 and after 2030 is 300,000 tons.

By 2023, complete the preparation of investment in Cat Lai Logistics Center for the period of 2021-2025 on an area of 60-100 hectares, with a cargo handling capacity of 1.5-1.8 million Teu; the next stage increases the capacity to 3.1 million-3.5 million Teu; Linh Trung logistics center will connect with Linh Trung Export Processing Zone.

In addition to the groups mentioned above, Ho Chi Minh City will research and develop more logistics centers in some areas, and at the same time study to convert small and medium industrial zones and clusters into infrastructure for logistics activities.

Reduce logistics costs

To obtain the goal of developing logistics into a spearhead service, besides developing large-scale centers, Ho Chi Minh City is particularly interested in developing human resources for this service.

According to the plan, by 2025, Ho Chi Minh City will establish and develop a logistics human resource training center to develop Ho Chi Minh City into a national leader in training professional and high-quality human resources; become a human resource training center for the whole region, capable of supplying human resources both nationally and internationally.

By 2025, Ho Chi Minh City will contribute to reducing the ratio of logistics costs to the national GDP by about 10%-15%. By 2025, the rate of outsourcing logistics services will reach 60% and by 2030 reach 70%.

To achieve the above-mentioned goals, Ho Chi Minh City invests in developing infrastructure including a logistics center system, a detailed transportation system for waterway, road and air transport.

At the same time, applying information technology such as building a centralized data warehouse to digitize freight activities, thereby providing a basis for adjusting traffic planning, arranging parking lots, and transshipment areas. Thereby, building an information technology platform to share data on logistics activities to serve both state agencies and businesses.

A logistics digital map will be set up to have an official database for statistics, looking up, planning, searching and optimizing the logistics network in Ho Chi Minh City and neighboring provinces. Research and establish a center to provide technology solutions to promote information and connect logistics service businesses with modern logistics technology solution providers.

On the other hand, the development of logistics human resources should be supported such as continuing to implement training and retraining plans for logistics human resources in Ho Chi Minh City for small and medium enterprises. Transfer of training programs in the logistics industry; cooperate in training according to international programs. Building, transferring and annually updating the logistics online training platform for institutions in Ho Chi Minh City to contribute to improving the quality of human resources. To form and develop a logistics human resource training center for the region towards regional connectivity and human resource sharing.
