As the backbone of the logistics industry, the labor force of the logistics service industry is limited, is not able to meet the development needs of the labor market as well as the technological development of the industry. This is a big challenge not only for businesses providing logistics services but also for the entire economy.

Ho Chi Minh City is implementing a master plan to develop the logistics industry in the area to promote its role as the largest goods distribution center in the South, the import-export gateway in the South and the whole country.

In particular, Ho Chi Minh City focuses on developing professional service providers, forming a core team of businesses, capable of leading the logistics service market in the South and the whole country.

Mr. Bui Ta Hoang Vu, Director of Ho Chi Minh City Department of Industry and Trade, said that according to the plan, the growth rate of logistics service revenue of Ho Chi Minh City enterprises will reach 15% by 2030 reach 20% by 2025, the contribution of logistics to HCMC's GRDP will reach 10% and by 2030 will reach 12%.

With the goal of developing logistics into a spearhead service, besides developing large-scale centers, Ho Chi Minh City is particularly interested in developing human resources for this service.

According to Mr. Bui Ta Hoang Vu, by 2025, Ho Chi Minh City will establish and develop a logistics human resource training center to develop Ho Chi Minh City into a national leader in training professional and high-quality human resources; become a human resource training center for the whole region, capable of supplying human resources both nationally and internationally.

According to Ms. Dang Thi Minh Phuong, Chairman of the Ho Chi Minh City Logistics Association, the Department of Industry and Trade coordinated with the association to launch a training program.

In the near future, Ho Chi Minh City Logistics Association will coordinate with Ho Chi Minh City Customs Department to provide short-term practical training on regulations related to import-export activities, minimizing errors in the implementation process.

Mr. Bui Ta Hoang Vu, Director of Ho Chi Minh City Department of Industry and Trade, said that human resources for the logistics industry are very important, 10,000 people are needed each year for the logistics industry, but the training capacity of schools and users has not been well coordinated. Solving this bottleneck, “The Department of Industry and Trade will act as a bridge between schools and businesses, encouraging businesses to connect with schools to have human resources suitable for businesses; at the same time shorten the distance between the training party and the user. Besides, in order to have high logistics human resources, it is necessary to have international training links," Mr. Bui Ta Hoang Vu said.

Regarding supporting businesses to access new policy documents, as well as practices on import and export activities, Customs has been organizing many training courses.

With the view that businesses are considered reliable partners, accompanying development, Director of Ho Chi Minh City Customs Department Dinh Ngoc Thang suggested that businesses and associations can place orders on related topics, such as origin, value and code.

Ho Chi Minh City Customs Department has a team of experts ready to support businesses, including supporting logistics human resource training.

“Currently, the Customs sector is shifting to a digital customs model, Ho Chi Minh City Customs has spent most of its facilities building a customs clearance center for import and export goods. Ho Chi Minh City Customs Department is ready in terms of people, technology and determination to accompany Ho Chi Minh City logistics enterprises to develop,” Director Dinh Ngoc Thang committed.

It is appreciated when the head of Ho Chi Minh City Customs committed is willing to participate in professional training related to the logistics industry to develop human resources for businesses, Ms. Dang Thi Minh Phuong said, this support together with the coordination and support of the Department of Transport, the Department of Industry and Trade of Ho Chi Minh City will help the logistics industry in Ho Chi Minh City develop while reducing costs in import and export activities of enterprises.

Agreeing with this, Mr. Bui Ta Hoang Vu said with high-quality human resources, Ho Chi Minh City expects that by 2025, the city will contribute to reducing the ratio of logistics costs to the national GDP by about 10-15%. By 2025, the rate of outsourcing logistics services will reach 60% and by 2030 reach 70%.
