Accordingly, besides the normal methods as previous (take advantage of classification of Green channel and Yellow channel, declaration of quantity decrease, declaration of goods with low tax rate), in 2016, there were many new sophisticated methods and tricks of smuggling to avoid the detection of functional forces, such as: round timbers were deeply pierced inside to hide ivory and poured wax or gypsums inside then were reset and outside like pieces of wood. At the beginning, wood was pegged by iron nails, and then the perpetrators researched to peg by wood and many shipments cannot be detected by the scanners.

Besides, the perpetrators transported the shipments through many different countries and constantly changed transit ports to delete origin trace of the shipments.

Another sophisticated trick which was used by the smugglers was that at the beginning, enterprises declared the import for business, after obtaining information of the Customs collaborate to inspect, the enterprises declare the additional non-commercial declaration to legalize the quantities of undeclared goods, the quantity of non-commercial goods by half or nearly the quantity which were declared on the business declaration.

Businesses took advantage of the form of transit, declared the transport declaration and only declared the name of representative goods to avoid the inspection of the Customs. For the conditionally imported goods (milk, cosmetics etc.), when Customs sent the dispatch to collaborate to inspect, the businesses adjusted the transit form.

Some businesses took advantage of the form of processing, the form of production for export to declare the material for processing, and production for export to import the prohibited goods. Especially, the MB Vietnam Co.,Ltd opened the declaration of the form of importing material to process at the Investment and Processing Customs Branch.

According to the Head of Unit Tran Viet Thang, notably, there were many enterprises which were detected smuggling goods, Customs identified and found that were “ghost businesses” . In 2017, the Unit will strengthen the operation of investigating the businesses and make the list of businesses with high risk to fight effectively.
