How does the Ministry of Industry and Commerce cut down the administrative procedures?
The government has been making the decisive directives in reforming the administrative procedures to facilitate enterprises. Being the ministry is managing the 27 conditional businesses with managing the scale of 1,220 business conditions. How has the Ministry of Industry and Trade planned to simplify and reduce the administrative procedures and the results up to now?
In recent years, implementing the resolutions of the Government, the Ministry of Industry and Trade has been very active in reviewing, cutting and simplifying administrative procedures. In particular, in 2017, the Ministry of Industry and Trade implemented a vigorous reform of the administrative procedures. The ministry issued a plan to abolish and simplify 123 administrative procedures and the plan is implemented in 2017. This is the significant reform of the administrative procedure. According to this plan, the Ministry has been abolishing and simplifying a number of the unimportant procedures: namely 123/443 administrative procedures, accounting for nearly 30% of the administrative procedures under the state management of the Ministry of Industry and trade.
When implementing the simplification of administrative procedures, the Ministry of Industry and Trade has prioritized the implementation in areas where there are many proposals on unnecessary requirements, conditions or troublesome procedures for enterprises such as accessing to electricity, labeling energy, trading liquefied petroleum gas or importing and exporting. Up to now, after half of the roadmap, the result of 65.9% of the total of the 123 administrative procedures was simplified (including promulgated, submitted or drafted), We are able to completely trust the ability of the Ministry of Industry and Trade to complete the plan of simplifying administrative procedures in 2017.
Some formalities of the Ministry of Industry and Trade have shown the spirit of listening and seeking to remove difficulties for enterprises but this number is still low. According to you, what is the difficulty in simplifying and reducing the administrative procedures of the Ministry of Industry and Commerce?
With the spirit of listening and the maximum support for businesses and people, the Ministry of Industry and Commerce always pay attention to simplifying the process and procedures of administrative procedures at the Ministry of Industry and Commerce for enterprises through simple forms, such as: the simplicity of order, ways of submitting the file (online, by post), reduction of time for implementation, settlement of administrative procedures and cutting down unnecessary paperwork in the file.
However, being the Ministry of Industry and Commerce manages the multi-sectors and aspects, multi-regulations, the administrative procedures of the ministry of industry and comers relating the scope and the functions of management of other sectors and ministries. As a result, the deciding the simplicity of the administrative procedures and legal regulations relating to administrative procedures requires the unanimity of many ministries, branches, the Government and the National Assembly. This is a great challenge that the Ministry has repeatedly reported to the Government in order to find out the common solutions, solving difficulties for the business community and people across the country.
In addition, when a policy is developed and promulgated, it requires the careful consideration, ensuring the harmonious interests of all economic sectors. This is a difficult problem. The Ministry of Industry and Trade always wishes to listen and receive the comments, policy formulation of the business community and economic sectors, it is sure that when a policy is issued, it will meet the actual needs to serve the most practical benefits of businesses and people.
The Ministry of Industry and Trade has announced the series of procedures that will be cut down in the coming time. What are the plans of the Ministry of Industry and Trade with these procedures?
Based on the Government's resolutions, the direction of the Prime Minister; the Ministry of Industry and Trade sets the requirements of this plan to complete a system of administrative procedures for industry and trade to ensure simply and modernly, at the same time the target is to contribute to improving the environment for investment and business, improving the competitiveness of the economy and the efficiency of state management in the industry.
In order to complete this plan, the Ministry of Industry and Trade has concretized the plan to reduce the administrative procedures in 2017 into the law-making program of the year 2017 of the Ministry, ensuring 100% of the plan.
During the process of drafting the legal normative documents, the Ministry of Industry and Trade especially focuses on strictly controlling the assessment of the necessity of the administrative procedures and assessing the impacts of the administrative procedures under newly promulgated or amended documents. Thereby, the reduction and simplification of administrative procedures are implemented absolutely.
