Establish focal points to identify risks

The Risk Management Department (under the General Department of Vietnam Customs (GDVC)) has coordinated with the Personnel and Organisation Department to propose the GDVC’s Director General issue Decision No. 1371/QD-TCHQ dated May 12 amending and supplementing Decision No. 2426/QD-TCHQ stipulating the functions, tasks, powers and organisational structure of divisions under the Risk Management Department. Accordingly, establishing focal points at the level of the GDVC as the Risk Management Department includes three divisions in charge of identifying the risks, selecting and inspecting goods via scanner in sea, land and airways. In addition, the department has established focal points at local customs departments which have container scanners, and built mechanisms on coordination and provision of daily information, results of selection and inspection usingcontainer scanners.

In the third quarter, the customs sector has screened a total of 6,198 containers, detected 144 suspicious containers (accounting 2.32% of total scanned containers) and31 violated containers (accounting for 21.53% of total suspicious containers; 0.5% scanned containers).

Hai Phong Customs Department has screened the most containers in the entire customs sector (accounting for 43.55% of total scanned containers).

Da Nang Customs Department has detected the highest number of violatingcontainers via screening (reaching 2.36% of total scanned containers); Hai Phong Customs Department (reaching 0.82% of total scanned containers) andHCM City Customs Department (reaching 0.43% of total scanned containers).

The Risk Management Department has completed contents on operation mechanism, the process of analysis and risk identification towards assigning and decentralising responsibility for identifying risks and selecting screening based on the principles of concentration andunity, under the comprehensive direction of the GDVC’s leaders and improving resources at provincial and municipal customs departments.

Risk identification is performed comprehensively from the GDVC level to local customs departments and local customs branches. At the provincial and municipal customs departments, the risk management units are in charge of advising the director to deploy risk analysis and identification, and ensure the rate of selected goods for inspection via container scanner under the decentralisation. The Customs Enforcement Team, customs branches and other units perform risk identification under the direction of the GDVC’s leaders and directors.

According to the leader of the Risk Management Department, the goal is to implement risk identification in a deep manner towards modernisation, promote the application of customs inspection tools and technical equipments such as scanners and camera system. The department has focused on risk analysis andinformation assessment to proactively control risks arising in the commodity supply chain; prevent violations; improve the quality and efficiency of selection and inspection through container scanners; help direction, administration and decision on customs inspection, supervision and control to be performed accurately, facilitate legal trade and strictly control shipments showing signs of violations and risk.

Risk identification for selecting risky shipments go through scanning is monitored, assessed and liquidated from time of proposal to the final handling results; screened images of high-risk shipments are reviewed and evaluated by customs officers. Customs publicises the list of containers subject to screening during the loading and unloading process from exit and entry means of transport to warehouses, yards, ports andareas of entry border gate on thewebsite www.customs.gov.vn.

Improve screening efficiency

The Risk Management Department continues to strengthen risk identification and analysis, goods selection for inspection via container scanner; regularly monitors and closely supervises screening and the physical inspection for goods with suspicious signs; closely coordinate with units at the GDVC and Inspectorate Department to handle if they detect signs of violation of the customs provisions.

At the same time, coordinate with municipal and provincial customs departments which have container scanners to perform in accordance with the import and export in the area; focus on screening imported goods during loading and unloading from means of transport to ports, warehouses, yards andareas of entry border gate at key seaports.

Regularly monitor the situation, exchange information and workwith customs departments which have container scanners to remove problems and provide solutions to improve the efficiency of screening.
